Position Overview
This position is responsible to manage the day-to-day functions of the Facilities department including supervising the Facilities staff who provide support to all College locations. This position is also responsible for certain College safety functions.
Essential Job Functions
- Manage and oversee routine, preventative and emergency functions at all College locations for the following areas of responsibilty: maintenance and mechanical, the College grounds program including the athletic fields, and custodial services.
- Responsible for scheduling and planning in the areas of custodial, maintenance, grounds, and set-ups for the campus, and ensuring staff coverage to maintain the campus and Education Centers at a high level; Assisting the Director/Facilities Operations and Construction with such planning during periods of inclement weather.
- Responsible for the daily supervision of the maintenance, grounds and custodial employees including performance management, improvement plans, and discipline.
- Develop and supervise the planned preventative maintenance program across all College locations.
- Maintain a computerized maintenance management system ( CMMS ) utilizing best standards for daily operations of work order management and as a critical management tool for all Facilities functional areas.
- Plan and coordinate schedules for Facilities programs and projects.
- Maintain accurate and compliant regulatory code enforcement records for all required equipment, systems and areas for which the College must meet scheduled inspections and/or certificates.
- Ensure that all Facilities related equipment is maintained in a safe working manner per best practices based on manufacturers specifications and maintenance schedules. Develop a scheduled maintenance and obsolescence replacement process.
- Develop and maintain equipment and tools, and supplies and material inventory control systems and reports. Conduct periodic inventories to ensure minimal shrinkage.
- Manage and oversee the key structure and key management control process by maintaining accurate records of key assignments.
- Provide staff development, annual/periodic training and policy review for Facilities employees to establish teambuilding and a safe and positive work environment.
- Work to control expenses, assist in the development of the Facilities department operating and capital budgets, managing approved budgets, and the update of the College’s Facilities plan.
- Hire, mentor, and supervise direct reports; complete annual performance evaluations.
- Maintain campus-wide safety policies, procedures, and programs and serve on the College’s Safety Committee. Ensure the Safety Committee prepares reports and responses as required by federal and other regulations.
- Maintains a comprehensive emergency management plan and conducts root-cause analyses of accidents and nearmisses and develops corrective action plans.
- Ensure compliance with OSHA and Pennsylvania Department of Labor & Industry standards with respect to workplace safety.
- Maintain required safety records, reports, and documentation.
- Serve as a member on the College’s Emergency Response and Planning Committees.
- Conduct regular safety inspections of buildings, grounds, laboratories, and other facilities.
- Oversee County Park Police and any other contracted services related to campus safety and security.
- Organize emergency drills and exercises, including fire, evacuation, and active threat exercises.
- Perform job duties in accordance with College policies and procedures; adhere to bargaining unit agreements as applicable.

- Participate in departmental meetings, committees, work groups/teams, and professional organizations.
- Enhance professional knowledge by keeping current with emerging practices; monitor developing trends; integrate new technologies as applicable.
- Serve as a member of President’s Council.
- Advocate for the College at community events.
- Perform additional duties as assigned.

- Demonstrated expertise and working knowledge of technical principles, theories and concepts in field of specialization.
- Demonstrated knowledge of management processes to effectively plan, organize, implement, direct, control and evaluate programs assigned within areas of functional responsibility.

Education
Required Qualifications
- Associate’s degree in a related field required; Bachelor’s degree preferred
Experience
- A minimum of 5 years of relevant work experience required
- Prior supervisory and management experience required
- Knowledge of mechanical, electrical and plumbing systems, and HVAC controls required
- Ability to read and interpret blue print and systems operations and maintenance manuals required

Preferred Qualifications
- Bachelor’s degree preferred
- Experience with OSHA regulations and workplace safety standards preferred
- Experience working with and supervising employees under labor contracts preferredRelated work experience in higher education preferred

Environmental Conditions
- Work is conducted indoors and outdoors, including exposure to heat, cold, and wet conditions
- Possible use of ladders/scaffolding and exposure to heights
- Possible exposure to chemicals, grease/oils, fumes, wearing proper Personal Protective Equipment ( PPE )
- Occasional work around moving vehicles
Salary
$70,234

Monday - 7AM - 4PM, Tuesday - 7AM - 4PM, Wednesday - 7AM - 4PM, Thursday - 7AM - 4PM, Friday - 7AM - 4PM
