Job summary

Bering-Alaka`ina Holdings, LLC is looking for a Budget Support Specialist to provide financial support services for our government customer located at Joint Base Pearl Harbor – Hickam in Honolulu, Hawai'i.

The role requires 5+ years in DoD finance, proficiency with CFMS-C, SABRS, STARS-FL, and data analytics; high school diploma or GED; and U.S. citizenship with an active Secret clearance.

Responsibilities

  • Manage FDR packages in CRT; ensure KSDs are uploaded and data accurate.
  • Create ad hoc budget execution reports per government guidance.
  • Support budget formulation and data calls; perform data mining and validation.

Job description

Bering-Alaka`ina Holdings, LLC is looking for a Budget Support Specialist to provide financial support services to support our government customer located at Joint Base Pearl Harbor – Hickam (JBPHH) in Honolulu Hawai'i.

DESCRIPTION OF RESPONSIBILITIES
  • Process funding realignment requests by generating Decision Sheets (DSs) using the Command Financial Management System-C (CFMS-C). Record realignment entries in the Navy official accounting system, Standard Accounting, Budgeting and Reporting System (SABRS). Shall ensure that these entries are accurate and match between CFMS-C and SABRS.
  • Reconcile funding authority data across the financial systems: CFMS-C vs. SABRS vs. CRT (Comptroller Resource Tool). Resolve any discrepancies by close of business each day and report corrective action taken to government representative.
  • Process Funding Document Request (FDR) packages from Program Managers (PMs) and their subordinate units in the Comptroller Resource Tool (CRT). Ensure all required Key Supporting Documents (KSDs) are uploaded to each FDR package. Validate budgeted amounts and ensure that the critical data elements in the CRT are accurate. Forward reviewed FDR packages to the government employee for approval.
  • Review and analyze Active and Reserve forces funding execution reports against the performance metrics (NECCPAC HQs guidance & instruction, phasing and spend plans). Investigate and resolve systems interface issues and other discrepancies and report corrective action taken to government representative.
  • Maintain accurate and up-to-date contract execution tracking sheet. Perform research on incomplete contract data.
  • Create ad hoc budget execution reports in accordance with the government employee guidance to include pending requirements, recurring requirements, unfunded requirements, and program requirement executions. Generate reports in a timely manner when requested by the government representative.
  • Assist and support budget formulation and execution data calls from higher Echelons. Interpret the data call instructions accurately. Perform data mining, analysis, and validation in accordance to the government employee guidance.
  • Record NECCPAC labor transactions in the labor tracking spreadsheet. Reconcile SABRS labor data to Work Year Personnel Cost (WYPC) data. Investigate and resolve labor discrepancies promptly. Prepare responses to higher Echelon labor data calls and forward it to the government representative by the deadline assigned by government representative.
  • Participate in implementing data automation process via Comptroller Resource Tool (CRT) by attending meetings, performing acceptance testing, and providing CRT feature utilization feedback to the government employees.
  • Other duties as assigned.
REQUIRED SKILLS AND EXPERIENCE
  • Must have experience with Department of Defense financial management operations and be technically proficient but not limited to Command Financial Management System (CFMS), Standard Accounting and Reporting Systems - Field Level (STARS-FL), and Standard. Accounting, Budgeting, and Reporting. System (SABRS).
  • Five or more (5 +) years’ experience working in Government financial management operations. Must be able to demonstrate expertise is data analytics, knowledge in Department of Defense Appropriations, Fiscal law, Department of the Navy Financial Systems, high degree of competence in use of Microsoft Applications (365 environment) such as Word, Excel, and Power Point, and skills in both oral and written communication.
  • Must be able to read, write, & speak English.
  • High school diploma or GED.
REQUIRED CITIZENSHIP AND CLEARANCE
  • Must be U.S. Citizen.
  • Must have an active Secret clearance.
COMPENSATION DETAILS
  • $85,000.00 - $90,000.00
  • The compensation range or hourly rate provided is a good faith estimate at the time of posting. Final compensation will be determined based on qualifications, experience, skills, internal equity, market conditions, and applicable laws.
