Job summary

California Public Utilities Commission seeks a Supervisor I to oversee a team of analysts in the planning and development of the Governor’s Budget. The role coordinates with internal and external stakeholders to ensure data-driven budgeting aligned with policy goals.

The position leads the preparation of Budget Change Proposals, Enrollment, Caseload, and Population Estimates, and drafts fiscal analyses for proposed legislation, while supporting policy manuals within the Budget Office.

Qualifications

• Lead a group of analysts in the planning and development of the Governor’s Budget, coordinating with internal and external stakeholders.
• Monitor actual data against changes to the enacted budget (Budget Revisions, Section letters, Exec Orders).
• Lead in developing Budget Change Proposals and Enrollment, Caseload and Population Estimates, and draft legislative bill fiscal analyses.
• Assist Budget Officer with establishing and maintaining the Budget Office policies and procedures manual.

Responsibilities

• Supervise analysts in budgeting activities and ensure timely completion of deliverables.
• Collaborate with internal and external stakeholders to align budget plans with policy goals.
• Oversee updates to the Governor’s Budget based on revisions and executive orders.
• Prepare and review fiscal analyses for legislative or fiscal impact statements.
