Job summary

Thompson Gray Inc. is seeking a Budget Analyst to join our onsite team at Redstone Arsenal, AL. This full-time position supports funds control, payroll, accounts receivable, and cost management across government contracts and grant programs.

The role requires a BA/BS with 2+ years of related experience or a HS diploma with 4+ years in the field. You will help manage general ledger integrity, procurement to pay processes, and CMP activities while ensuring compliance with federal guidelines.

Qualifications

• Bachelor’s degree (BA/BS) with 2+ years of related experience, or high school diploma with 4+ years of specialized experience.
• Experience in general accounting management support, funds control and distribution.
• Knowledge of government contracts, grants and CMP processes is a plus.

Responsibilities

• Support funds control over appropriated funds and review timecards bi-weekly for accuracy.
• Process and monitor reimburseable and non-reimbursable agreements and CMP reconciliations.
• Track Space Act Agreements, GSA revenues and other receipts; ensure proper accounting entries.
• Process cost in NASA accounting systems and analyze contract/account data to resolve issues.
• Assist with purchase requests, disbursement of funds to vendors and contractors.
• Ensure general ledger accounts reconcile with Treasury accounts and maintain compliance with policies.
• Prepare Statements of Federal Financial Accounting Standards (SFFAS) and related reporting.
• Support policy integration and coordination of financial controls across programs.

Position Description

Provide General Accounting Management Support For Funds Control And Distribution, Payroll Management, Accounts Receivables, Funds Balancing, Cost Management, Property Management, Environment Liabilities, Procure To Pay, Grants Execution And Controls, Reimbursable/non-reimbursable Agreements, Standard General Ledger, Appropriations Integration, Continuous Monitoring Program, And Policy Integration Activities. This Shall Include, But Is Not Limited To

• Supporting the establishment of funds control over appropriated funds;
• Reviewing timecards on a bi-weekly basis for accuracy and make corrections of time and attendance data;
• Supporting processes related to other reimbursable and non-reimbursable agreements;
• Supporting Continuous Monitoring Program (CMP) reconciliations;
• Accounting and tracking of Space Act Agreements, International Agreements, General Services Administration (GSA) revenues, and other revenue receipts;
• Processing cost in NASA's accounting systems resulting in expenses and liabilities reflected in financial systems to include contract/account analysis and evaluation/resolution of issues;
• Supporting processes and procedures related to the accounting for and management of Government-held personal property, real property, operating materials and supplies, internal use of software and contractor-held property;
• Preparing Statements of Federal Financial Accounting Standards (SFFAS);
• Supporting the creation, approval, and review of purchase requests and the disbursement of those funds to vendors and contractors; (j) Financial monitoring of grants execution and controls;
• Ensuring general ledger accounts reconcile with Treasury accounts;
• Ensuring financial and grants policy and compliance; and
• Other reconciliations and monitoring of transactions/accounts
