Main Purpose of Job

This position manages budgetary and expenditure monitoring activities, complex fiscal reporting and analysis, fiscal services to include invoice approvals, travel requests, year-end closing activities, and contractual services for the Family Investment Administration (FIA). The position manages the formulation and preparation of the annual operating budget request for the Director’s Office (administering agency for public assistance programs), Maryland Office of Refugees and Asylees, Office of Home Energy Programs, and other programs to include but not limited to, the Temporary Emergency Food Assistance Program, and Maryland Emergency Food Program. Develops annual goals and objectives for the budget unit and formulates recommendations to improve fiscal operating efficiencies. The incumbent coordinates the development, implementation and monitoring of the fiscal portion of FIA contracts and reviews grants and other contractual services agreements.�


The position contributes to the Department’s Mission to assist people in economic need, increase prevention efforts and protect vulnerable children and adults by managing the fiscal activities of programs administered by FIA. The position promotes the work of the Department to ensure fiscal and contractual activities are in compliance with state, federal and DHS guidelines, which are conditions of state and federal funding.�

POSITION DUTIES


Formulates FIA budgets, coordinates and monitors expenditures, and prepares and finalizes reports as required by the Department, State and/or Federal Government and other funding sources.�
Supervises and manages FIA professional staff to ensure efficient and effective budgetary and fiscal operations and productivity.�
Provides fiscal services in the areas of planning, development, negotiation, implementation and evaluation of contract activities for the Administration, contractors, grantees, and providers.�
Develops methods and procedures for collection and evaluation of statistical data for routine and special reports. Participates in State and Federal Reviews.

MINIMUM QUALIFICATIONS

Experience:�� Nine years of experience in budget preparation, presentation and execution.


Notes:


1.�Candidates may substitute the possession of�a Bachelor's degree from�accredited college or university and five years of experience in budget preparation, presentation and execution for the required experience.


2.�Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience.


3.�Candidates may substitute U.S. Armed Forces military service� experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.
One year of experience using the Financial Management Information System (FMIS) including the Advanced Purchasing and Inventory Control System (ADPICS) and the Relational Statewide Accounting Reporting System (R*STARS) for accounting purposes.
One year of experience overseeing a budget(s) in a Maryland state agency.
One year of experience reviewing and approving contractor budget proposals.

Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
Annual Leave - ten (10) days of accumulated annual leave per year.
Sick Leave - fifteen (15) days of accumulated sick leave per year.��
Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
Holidays - State employees also celebrate at least twelve (12) holidays per year.��
Pension - State employees earn credit towards a retirement pension.
Positions may be eligible for telework.
