The City of New York's Department of Housing Preservation and Development is seeking a Budget Analyst for the Division of Budget-Expense Unit, City Housing Assistance Program. You will monitor funding requests, track expenditures, and analyze program operations.
The role requires strong analytical and communication skills, the ability to manage multiple priorities, and engagement with internal and external stakeholders to improve efficiency and reporting.
The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City. As the nation's largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York's tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike.
The Division of Budget, in the Office of Finance & Administration, is composed of 3 Units: Expense, Grants & Revenue, and Operations. Your Team in the Budget Expense Unit manages the agency's $1+ billion operating budget, which is comprised of nearly 25 funding streams from city, state, federal, and other categorical sources. The division's staff advise and support HPD's program managers and budget liaisons on matters pertaining to funding availability, grant compliance, cost savings initiatives, financial analysis, and program development.
As budget analyst for the Division of Budget-Expense Unit, you will play a pivotal role managing the budget for the City Housing Assistance Program. Your work will involve close collaboration with your colleagues in the division, as well as the division's key stakeholders across the agency. The ideal candidate will be a self-starter who can manage multiple priorities in a fast-paced environment with minimal supervision while assisting in orchestrating the work of the professional, analytical budget team.
Under the supervision of the Director of Reporting and Analysis, you will be responsible for The City Housing Assistance Program with a focus on reviewing funding requests, monitoring expenditures, analyzing trends, understanding program operations, and making recommendations for efficiency. Although most of your work will be done independently, you will be required to develop strong working relationships with both internal and external stakeholders.
