The successful candidate will assist in the development, preparation, publication and monitoring of the annual operating and grants budget, capital improvement program and capital maintenance and equipment replacement program. They will also develop and analyze financial trend information and prepare related analytical reports for review.
Bachelor's degree from an accredited four-year college or university in business administration, finance, project management, accounting, or a related field. Three to five years of related experience and/or training, or any equivalent combination of education and experience with capital projects, capital assets, project management, and accounting principles and practices, including the ability to stay current with changes in applicable standards.

EDUCATION and/or EXPERIENCE Bachelor's degree from four-year college or university and three to five years related experience and/or training or any equivalent combination of education and experience.
LANGUAGE SKILLS Ability to read, analyze, and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints orally and in writing. Ability to make effective and persuasive presentations on controversial or complex topics to city council, management, public groups, and/or boards of directors. Ability to negotiate and resolve conflicts. Ability to organize, direct and coordinate a complete range of administrative activities obtaining maximum efficiency.
REASONING ABILITY Ability to apply principles of logical or scientific thinking to a wide range of problems. Ability to deal with complex problems or issues. Ability to interpret an extensive variety of technical information and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia.
