Job summary

Durham County Government is seeking a Budget and Management Analyst to assist in the preparation, development, and analysis of departmental budgets, ensuring accuracy and impact of budget requests. This role works independently with limited supervision and reports major activities through periodic meetings.

The ideal candidate will conduct complex budget analyses, forecast multi-year needs, and support management with data-driven insights using Power BI, Excel, and SAP.

Qualifications

• Bachelor’s degree in business or public administration or related field from an accredited college or university.
• Two (2) years of public sector budgeting, accounting, finance or related experience or an equivalent combination of education and experience.
• Master’s degree in public administration, finance, or a related field preferred.

Responsibilities

• Coordinates the development of the annual operating budget by advising departments in the preparation and submission of their budget requests.
• Manages budget implementation with departments, including revisions throughout the fiscal year.
• Develops relationships with departments and guides multi-year planning and forecasting.
• Conducts research and prepares financial analyses and benchmarking information.

GENERAL DESCRIPTION

The purpose of this job is to assist in the preparation, development, and analysis of departmental budgets assigned to determine the accuracy and impact of budget requests. This class works independently, under limited supervision, reporting major activities through periodic meetings.

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

• Coordinates the development of the annual operating budget by advising departments in the preparation and submission of their respective budget requests in conformity with county requirements and management expectations. Provide complex budget analyses and recommendations.
• Manages the implementation of the budget through collaborative efforts with departments, including budget adjustments/revisions throughout the fiscal year.
• Develops productive relationships with departments and advises/guides them on current and future special projects, personnel issues, multi-year planning, budget forecasting, and process improvements.
• Supervises and participates in specific research and related projects at the request of county management. Prepares policy/process/financial analyses, benchmarking information, and responds to other requests for information from the budget director/management.
• Conducts data analyses using Power BI, Microsoft Excel, SAP and other analytical tools.
• Serves as a primary contact for internal service department-related needs and information.
• Supports and provides for information requests from Board, management, and departments as needed.
• Performs related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

• Knowledge of the theories, principles, practices, and techniques of local governmental budgeting.
• Knowledge of state laws and local ordinances applicable to budget preparation, approval, and administration.
• Knowledge of the functions and operations of county agencies.
• Knowledge of computer software and hardware essential to carry out budget related functions.
• Ability to research, analyze and evaluate proposed programs and expenditures.
• Ability to work with large amounts of data, interpret financial records, detects errors, and prepare financial reports.
• Ability to express ideas effectively orally and in writing.
• Ability to plan and coordinate the work with others.
• Ability to conduct detailed research and prepare reports and findings.
• Ability to maintain effective working relationships with others.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

• Requires a bachelor’s degree in business or public administration or related field from an accredited college or university.
• Two (2) years of public sector budgeting, accounting, finance orrelated experience or an equivalent combination of education and experience.

PREFERRED:

• Master’s degree in public administration, finance, or a related field.

PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

• Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
