Job summary

Are you ready to take your accounting career to the next level? Join our team! The Department of Budget and Fiscal Services, Treasury Division, is hiring one (1) position at the Accountant V level in Honolulu to support critical financial operations for the City. In this role, you will perform advanced professional accounting work in areas such as treasury cash management, investments, debt administration, and tax compliance. You’ll also provide technical expertise related to the City’s Transient Accommodations Tax (TAT) and Timeshare Occupancy Tax (TOT) programs while helping ensure accurate financial reporting and regulatory compliance. What You Will Do
  • Maintain and reconcile accounting records for treasury cash receipts, disbursements, investments, and debt transactions.
  • Set up and maintain debt service ledgers for bonds, bond anticipation notes, and other financing instruments.
  • Process and monitor payments of matured bonds and interest obligations to ensure timely and accurate disbursements.
  • Prepare financial reports and compliance reports for internal leadership and external agencies, including the U.S. Securities and Exchange Commission and the Internal Revenue Service.
  • Review financial data, reconcile accounts, and prepare journal entries and supporting schedules.
  • May supervise and coordinate the day-to-day work of accounting staff, including Accountant IVs and Senior Account Clerks.
  • Performs other duties as assigned.

Minimum Qualification Requirements

At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

Education Requirement

Equivalent to graduation from an accredited college or university with a bachelor’s degree in accounting or in business administration with courses in accounting. (Note: At least 12 semester credits in accounting or auditing courses is needed, six of which must be above the beginning or elementary course level from an accredited four-year college or university).

Substitution: Work experience may be substituted for the bachelor’s degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor’s degree in accounting or business administration with courses in accounting.

The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.

Experience Requirement

Four (4) years of progressively responsible work experience in professional accounting, including or supplemented by work experience demonstrating aptitude or potential for the performance of supervisory duties.

Supervisory Aptitude Or Potential May Be Demonstrated Through
  • Successful completion of regular or special assignments which involve some supervisory responsibilities or aspects;
  • Serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist;
  • Completion of training courses in supervision accompanied by application of supervisory skills in work assignments; OR
  • Favorable appraisals by a supervisor indicating the possession of supervisory potential.

Substitution: A Master’s degree in Accounting from an accredited four-year college or university will substitute for one of the required four years of professional accounting experience.
