The Budget Analyst IV role at Texas Workforce Commission supports VR budgetary activities across the state. The analyst oversees planning, coordination, and evaluation of VR budget performance and prepares reports for management.

Responsibilities

• Prepare and coordinate the VRD operating budget and Legislative Appropriations Request.
• Provide and coordinate instructions and guidance to VR departments/management units on budget procedures.
• Plan, organize, coordinate, and evaluate budgetary activities and fiscal performance measures.
• Inform management about budget variances and issues likely to affect operations.
• Prepare operating budget reports and analyze expenditure patterns.
• Run queries and download data from USAS, agency accounting, and VRD systems.
• Maintain adequate records and supporting documentation.
• Interpret statutes and regulations, set priorities, organize workloads, and meet deadlines.
• Communicate with internal and external parties; support resource sharing.
• Prepare fiscal notes on legislation affecting the VRD.
• Perform other duties as assigned.

What You Will Do

The Budget Analyst IV performs advanced (senior-level) budget preparation and analysis work. Work involves overseeing the planning, organizing, coordinating, and evaluating of VR budgetary activities and fiscal performance measures. Oversees the preparation of budgetary and management reports. Analyzes expenditure patterns and makes recommendations on the use of funds. Coordinates the preparation of budgets to provide management with expenditure data, trends, and recommendations. The Budget Analyst IV is hired by the Manager for Budget and Personnel Support and works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

You Will Be Trusted To

• Prepare and/or coordinate in the preparation and development of the VRD operating budget and Legislative Appropriations Request.
• Provide and coordinate instructions and guidance to VR departments/management units on various process-related procedures relative to the VRD's operating budget.
• Plan, organize, coordinate, and evaluate budgetary activities, such as Third Party Cooperative Agreements, and fiscal performance measures.
• Inform and explain to management budgetary variances, problems, and related circumstances likely to affect operations.
• Prepare operating budget reports and financial transactions, identifies areas where more effective use of funds can be made to include the analysis of expenditure patterns, making recommendations on the use of funds.
• Run queries and/or download data from the Uniform Statewide Accounting System (USAS), agency accounting system, and VRD case management system.
• Maintain adequate records and supporting documentation.
• Interpret and apply statutes and regulations, sets priorities, organizes workloads, and meets deadlines. Prepares effective written communication on the interpretation and analysis of applicable GAA, federal regulations, or requests from the Legislature.
• Communicate and work effectively with external and internal parties. Involved in resource sharing with other areas within TWC.
• Prepare and review fiscal notes on legislation filed in the Legislature which could affect and financially impact the VRD.
• Perform other duties as assigned.

You Qualify With

• Four years of full-time experience in budget preparation, accounting, auditing, financial planning or management, or positions which provided knowledge of public sector budgetary controls, administrative procedures, and related state and federal regulatory laws.
• Relevant academic credits may be applied toward experience qualifications for this position.

You Are a Great Fit With

• Graduation with Bachelors degree from an accredited four-year college or university with a degree in business administration, public administration, finance or relevant field plus five years of full-time experience in budget, planning, forecasting, government grants, LAR Planning, Federal Regulations, financial planning or positions which provided knowledge of public sector budgetary controls, administrative procedures, and related state and federal regulatory laws.
• Experience in WRAPS, WISE, and Excel.
• Experience delivering information over TEAMS and/or Zoom virtual meetings.
