Job summary

Colorado Department of Transportation is seeking a Budget Analyst I to support the Division of Accounting and Finance (OFMB) in Colorado. The role focuses on handling federal obligations, budget monitoring, and project funding using SAP and BI tools.

You will advise regional and HQ staff, manage monthly federal apportionment, and assist in planning and reporting for state and federal programs. A hybrid in-office/remote schedule is available.

Qualifications

  • At least four (4) years of full-time professional work experience in budget administration, business administration, finance, accounting, economics, or public administration.
  • Preferred qualifications include knowledge and understanding of public sector financial and budget management, project budgeting, resource allocation, and annual financial reporting in a large organization.
  • Strong data analysis and use of BI tools such as SAP, PowerBI, and related software.

Responsibilities

  • Compile, analyze, and submit data to FHWA to obtain project authorization for Federal reimbursement of project expenditures to CDOT.
  • Perform routine reviews for project expenditures and accruals, ensuring timely reimbursement and cash flow from FHWA to CDOT.
  • Submit daily activities to the FHWA FMIS system and update the CDOT system when projects are approved.
  • Provide budgeting guidance to CDOT HQ, region, and business office personnel, advising on funding alternatives.
  • Review regional budget actions for projects, ensuring proper funding priorities and toll credits usage.
  • Assist in developing tools and guidance documents shared with stakeholders to aid managers and programs.
  • Train to monitor and analyze financial status of programs and utilize BigQuery, Datamart, PowerBI to improve funding reconciliation.
  • Utilize SAP and other software to interface CDOT with FHWA systems and allocate funding.
  • Compile and analyze data to provide accurate, up-to-date information for management.
  • Utilize Datamart, Queries, PowerBI to enhance CDOT analytics.
