The Iowa Department of Health & Human Services is seeking a highly skilled Budget Analyst 3 to provide leadership-level fiscal management for the Bureau of Nutrition & Physical Activity (NPA). This role oversees approximately $100 million in federal, state, private, and rebate funding, including the Iowa WIC program—one of the largest public health programs in the state—and the Healthy Eating Active Living (HEAL) grants.
The Budget Analyst 3 manages complex multi-stream budgets, conducts financial forecasting and analysis, ensures regulatory compliance, and provides strategic fiscal guidance to bureau leadership. The position serves as the contract lead for 25–35 annual contracts, develops and negotiates budget components of RFPs/RFAs, and oversees contractor claims, reimbursement processes, and fiscal monitoring.
