We are seeking a Budget Analyst to support an opportunity with the Appalachian Regional Commission (ARC). The Appalachian Regional Commission is an economic development partnership entity of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region. ARC's mission is to innovate, partner, and invest to build community capacity and strengthen economic growth in the region.

This position is contingent on contract award and work is expected to be performed on a hybrid basis (2 days per week onsite in Washington, DC).

In this role you will be responsible for tracking appropriated and non-appropriated funds; maintaining accurate and timely records of the status of allocations and transfers of funds for programs and administrative accounts; and for preparation of associated budget execution and similar reports. Responsible for providing managers and other key officials with budget related data and reports for program management and support the budget creation and report functions of the Federal staff. Perform a variety of accounting and finance support functions related to the ongoing development, maintenance, and integrity of the accounting and financial systems that involves preparation of varied management and other reports as needed to be used for analysis of GL accounts, performing numerous reconciliation functions, reviewing and approving grant and vendor invoice stamps, reviewing payroll worksheet for submission to USDA (Shared Service Provider).


Required Skills & Experience
  • Active Public Trust clearance
  • Bachelors Degree in related field
  • 3+ years of Federal budget or accounting experience
  • Knowledge of Federal budget accounting.
  • Knowledge of Federal Accounting systems.
  • Knowledge of Federal audit requirements.
  • Knowledge of OMB circulars governing Federal obligations.
  • Knowledge of Federal grants processes and accounting.
  • Proficiency with a variety of software including the Microsoft Office Suite with proficiency in Excel.
Desired Skills & Experience
  • Knowledge of automated accounting systems, the techniques used to maintain and analyze accounting data, accounting terminology, coding structures, and the procedures necessary to maintain records in the system.
  • Familiarity with USDA, GAO, OMB and Treasury regulations and procedures for accounting and financial reports.
  • Knowledge of United States Standard General Ledger (USSGL) and crosswalks to ensure proper preparation of the financial reports.
  • Skilled in identifying, categorizing, and analyzing quantitative data in order to prepare accounting and financial reports.
  • Skilled in using automation to input, correct and retrieve data and to design custom reports.
  • Ability to analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones
  • Ability to analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions
  • Skilled in using databases to record and to extract information
  • Adept analytical ability
  • Strong oral and written communication

$113,000 - $122,000 a year

At Significance, your base pay is one part of your total compensation package and is determined within a range. Our pay ranges are based on the local cost of labor benchmarks for each specific role, level, and geographic location.

We carefully consider a wide range of factors when determining compensation, including but not limited to experience; job-related skill sets; relevant education or training; and other business and organizational needs. The salary range listed is for the level at which this job has been scoped. In the event that you are considered for a different level, a higher or lower pay range would apply. This position is also eligible for a comprehensive and generous benefits package.
