City Government and the Finance Department
The City is a general law city and operates under the Council-Manager form of city government, with a five-member City Council. The Mayor is elected at large, and Council members are elected based on geographic districts. Council members serve staggered four-year terms.
The City provides a full range of municipal services, including police, public works, planning, building and safety, recreation, library, animal care and control, community improvement, and economic development. The City contracts with other governmental entities, private firms, and individuals to deliver specific services, including police services provided by the San Bernardino Sheriff’s Department. Fire services are provided by the Rancho Cucamonga Fire Protection District, a legally separate entity, but are included within the City’s reporting entity and financially managed by the City’s Finance Department.
For the Fiscal Year 2022-23, the City’s total budgeted operating expenditures, consisting of the City’s General and Library Funds and Fire District operating funds, was $167.8 million. The total budget for all funds is $352 million. There is an allocated 527 full-time and 136 part-time positions budget for the Fiscal Year 2022-23. City operations are headed by the City Manager, who oversees an executive management team. Finance is under the Administrative Services Department, which includes Human Resources, Procurement, and the Department of Innovation and Technology.
The Finance Department includes five divisions: Accounting and Financial Reporting, Budget Management, Business Licensing, Revenue Management, and Special Districts.
The Position and Ideal Candidate
As a Budget Analyst, you will have several responsibilities, including:
- Reviewing, researching, analyzing, and preparing parts of the City and Fire District annual budgets. This includes creating a detailed budget workbook and salary projections for all departments.
- Coordinating the budget preparation process with various departments and developing recommendations for review by the Finance Director.
- Monitoring and reviewing the financial performance of City departments and projects by conducting budgetary, variance, and fund analyses and preparing reports. You will also review the revenue and expenditures of departmental budgets and develop financial plans.
- Serving as the Finance Department liaison in directing and assisting department representatives with budget development, administration, and implementation throughout the annual budget cycle.
- Calculating and/or forecasting expenditures and revenues, as well as costing estimates related to budget development and labor negotiations.
- Controlling the budget for various City departments and projects, determining if funds are available and expenditures are properly classified. You will also perform research and analysis of transactions to identify and resolve budgetary problems.
- Providing analysis of available funds upon management request, preparing fund balance projections, and reviewing them with operating departments.
- Recommending improvements in budget procedures and processes and assisting in the development and implementation of training as needed for budgetary procedures and processes.
- Directing the work of assigned staff engaged in related Finance activity.
Overall, a good candidate for this position is someone with a strong understanding of financial principles, excellent analytical skills, and the ability to communicate financial information effectively to a wide range of stakeholders. Several traits can make someone a good budget analyst, including:
Strong analytical skills: You should be able to analyze complex financial data and identify trends and patterns. Also, comfortable working with spreadsheets and financial software to analyze and create financial models.Attention to detail: You need to be able to work with large amounts of data and ensure that all numbers and calculations are accurate.Communication skills: You need to be able to explain financial information to non-financial stakeholders in a clear and concise way. The Finance department collaborates with other team members and other departments to gather information and develop budgets. So, learning how to interpret other departments' operations and translate that information into financial outcomes is an important skill.Strategic thinking: You need to understand the City’s goals and objectives and develop budgets that help support those goals by thinking strategically about how to allocate resources to achieve the best outcomes.Time management: Often, the Finance Team is working on multiple budgets and projects simultaneously, so you need self-manage your time effectively and prioritize tasks to ensure that deadlines are met.Adaptability: The ability to adapt to changes in the City’s priorities or financial situation and being comfortable revising budgets and adjusting plans as needed.For more detailed information on this position, please visit the

PHYSICAL DEMANDSSitting for long periods. Dexterity and coordination to handle files and single pieces of paper; occasional lifting of items weighing up to twenty-five pounds such as files, stacks of paper, reference and other materials. Moving from place to place within the office; some reaching for items above and below desk level. Strength, dexterity, coordination and vision to use keyboard and video display terminal for prolonged periods.
WORKING CONDITIONSGenerally clean work environment with limited exposure to conditions such as dust, fumes, odor, or noise. Video terminal is used on a daily basis.
