Job summary

The New York City Department of Homeless Services (DHS) is recruiting for one Associate Staff Analyst NM to function as a Budget Analyst who will manage budget data and assist providers with submissions through city systems.

The position emphasizes variances, data analysis, and coordination with agency budget functions. NYC residency is generally required within 90 days of appointment.

Qualifications

  • Master's degree in economics, finance, accounting, business or public administration, public health, HR, statistics, or JD from accredited law school with 1 year related experience.
  • Bachelor's degree with 3 years of related experience.
  • Associate degree with 5 years of related experience.
  • High school diploma with 7 years of related experience.
  • Combination of education/experience as described; college credits substitutions allowed.

Responsibilities

The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit Organizations, DHS works to prevent homelessness before it begins, reduce street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity.

The Shelter and Support Program Budget division is responsible for managing the agency’s $2 Billion expense budget related to the areas of the DHS Shelter Budget portfolio. The division is responsible for the effective implementation of all budgetary aspects of the Agency’s shelter and support program contracts; ensure accuracy of all DHS shelter budget activities associated with the management, and information distribution.

The Department of Homeless Services (DHS) is recruiting for one (1) Associate Staff Analysts NM to function as Budget Analysts who will:

  • Compare fiscal, budgetary, statistical, and other types of data against control and/or reference documents to identify variances or to find discrepancies for correction.
  • Collect and analyze statistical and other quantitative data using standard techniques to produce summary descriptive and/or projective results appropriate for agency decision making.
  • Be responsible for the management of the portfolio of new capacity for budgetary contracts.
  • Assist human service providers with budget submissions through the HHS Accelerator, Passport, SMS, and New Needs systems.
  • Complete Form 5s and other fiscal documents used to administer the budget, new needs, and other agency budget functions.
  • Complete any additional assignments, as necessary.

ASSOCIATE STAFF ANALYST - 12627

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

3. An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.

4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.

5. A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in "1" above.

Preferred Skills
  • Excellent skills in quantitative data and policy analysis.
  • Knowledge of NYC Budget Practices.
  • Familiarity with software, such as NYC’s Financial Management System, PASSPORT.
  • Strong writing, communication, and interpersonal skills.
  • Ability to analyze, evaluate and solve difficult operational problems.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
