Job summary

CSCI Consulting is seeking a Budget Analyst to support DoW Financial Management and budget execution. You will assist with budget formulation, funds management, financial analysis, audit readiness, and reporting, collaborating with government financial managers and senior leadership.

The role emphasizes spend plan development, BES preparation, accrual processing, and monthly reporting, with DoD regulations guiding actions. A Bachelor’s degree and federal budgeting experience are required.

Qualifications

  • Bachelor’s degree in Finance, Accounting, Business Administration, Economics, Public Administration, or related discipline.
  • 3+ years of federal financial management, budgeting, accounting, or funds management experience.
  • Experience with BES, SOF, accruals, and budget execution reporting.
  • DoD FMR knowledge and appropriations law preferred.
  • Advanced Excel skills and ability to develop executive summaries and financial reports.

Job description

CSCI is seeking a Budget Analyst to support Department of War (DoW) Financial Management and budget execution operations. The Budget Analyst will provide budget formulation, execution, funds management, financial analysis, audit readiness, and reporting support while working closely with government financial managers, resource advisors, program offices, and senior leadership. This role supports the development and execution of spend plans, preparation of Budget Estimate Submissions (BES), monthly Status of Funds reporting, accrual processing, financial reconciliations, and audit readiness activities to ensure effective stewardship of federal resources and compliance with DoD financial management regulations.

Responsibilities
  • Develop, analyze, maintain, and execute annual and multi-year spend plans
  • Support Budget Estimate Submission (BES), Program Budget Reviews (PBRs), and budget formulation activities
  • Prepare monthly Status of Funds (SOF) reports and provide detailed execution analysis
  • Prepare and validate monthly accruals to support accurate financial reporting
  • Reduce prior-year documents on the Open Document List (ODL) and support Unliquidated Obligation (ULO) reviews and reconciliations
  • Monitor commitments, obligations, expenditures, and balances to ensure proper funds execution and compliance with appropriations law
  • Conduct budget and financial analyses to identify funding risks, execution issues, and opportunities for process improvements
  • Develop financial reports, executive summaries, dashboards, and briefing materials for government leadership
  • Respond to budget data calls and ad hoc financial reporting requirements
  • Support fiscal year-end closeout activities and audit readiness initiatives
  • Analyze and reconcile financial discrepancies, accounting errors, and funding issues
  • Collaborate with government stakeholders, resource managers, and program offices to support resource planning and execution decisions
  • Participate in working groups, budget reviews, governance meetings, and execution briefings
  • Bachelor’s degree in Finance, Accounting, Business Administration, Economics, Public Administration, or a related discipline
  • Three (3) or more years of experience supporting federal financial management, budgeting, accounting, or funds management activities
  • Experience supporting budget execution, funds control, and financial reporting processes
  • Experience preparing or supporting spend plans, monthly accruals, Status of Funds (SOF) reporting, and/or Budget Estimate Submissions (BES)
  • Working knowledge of DoD Financial Management Regulations (FMR), federal budgeting principles, and appropriations law
  • Experience performing financial analyses, reconciliations, and budget execution reporting
  • Advanced Microsoft Excel skills, including formulas, pivot tables, and data analysis
  • Strong written and verbal communication skills with the ability to prepare reports, executive briefings, and financial documentation
  • Ability to obtain and maintain a Secret security clearance
  • Creativity and adaptability in problem-solving
  • Ability to work with clients to understand their needs

  • Experience supporting Air Force, Defense Agency, Combatant Command, or other DoW financial management organizations
  • Experience with Working Capital Fund (WCF) or reimbursable funding environments
  • Experience supporting audit readiness, internal controls, corrective action plans, and financial compliance initiatives
  • Proficiency with: Defense Enterprise Accounting and Management System (DEAMS), Defense Travel System (DTS), ADVANA, Procurement Integrated Enterprise Environment (PIEE), Electronic Document Access (EDA,)SharePoint, Microsoft Excel (Advanced)
  • Experience developing executive-level reports, dashboards, and financial metrics
  • Knowledge of fiscal year closeout procedures, ODL management, ULO reconciliation, and budget execution oversight
  • Professional certifications such as Certified Defense Financial Manager (CDFM), Certified Government Financial Manager (CGFM), or Project Management Professional (PMP)
  • Ability to work in a team environment, as well as independently

  • Past experience working with a Federal
  • Department of War experience is a plus!
