Job description

This position is located in at Finance Service at VA Nebraska-Western Iowa Health Care System. The applicant can choose one of the following as a duty location: Omaha VA Medical Center in Omaha, NE; Grand Island VA Medical Center in Grand Island, NE; OR Lincoln VA Clinic in Lincoln, NE. Minimum Requirement: The following are minimum requirements for appointment as a Budget Analyst in the Veterans Health Administration (VHA), which all applicants must meet one of the following.

• Specialized Experience (GS-07): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-05) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: applying budget policies and procedures; reviewing budget requirements, obligations, expenditures, and funding levels; analyzing financial data; preparing budget reports and status-of-funds information; and using automated financial systems to retrieve, analyze, and report budget data. OR,
• Education (GS-07): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. • Combination (GS-07): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education as described above. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. • Superior Academic Achievement (GS-07): Superior Academic Achievement (SAA) at the baccalaureate level in the qualifying curriculum detailed above is fully qualifying. 1. Rank in the upper one-third of your class in the college, university or major subdivision.
2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

To be qualified at GS-09

• Specialized Experience (GS-09): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-07) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: analyzing and evaluating budget requirements, obligations, expenditures, and funding levels; applying budget policies and procedures to execute and monitor funds; identifying funding variances and recommending corrective actions; preparing financial analyses and status-of-funds reports; and using automated financial systems to analyze and report budget data. • Education (GS-09): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
