Position Overview

Under the direction of the Financial Analyst Supervisor, the successful candidate will research, analyze, project, and monitor fiscal and budgeting activities. Responsibilities include assisting in the preparation and analysis of biennial budgets and federal grant submissions, as well as supporting financial reporting and compliance.

Key Responsibilities
  1. Plan and coordinate fiscal, accounting, budgetary, and payroll activities.
  2. Review resource availability and provide recommendations to optimize fund utilization.
  3. Assist with management of fiscal, accounting, and budget functions.
  4. Use Microsoft Excel to prepare statistical reports, analyze data, and create pivot tables.
  5. Support financial reporting for federal programs and agency-specific functions, including grant reconciliations and expenditure reports.
  6. Assist in developing and monitoring departmental operating budgets and ensuring program effectiveness.
  7. Oversee federal and state grant processes, including research, proposal preparation, budget development, and expenditure monitoring.
  8. Ensure compliance with applicable accounting policies, procedures, and regulations, including GAAP and legal requirements.
  9. Contribute to the development of operating and capital budget requests.
  10. Participate in payment card activities and conduct audits for compliance with contracts and purchasing guidelines.
  11. Assist with P-Card audits and provide budget and cost analysis support.
  12. Generate reports from state and local data systems such as OAKS and BI.
  13. Review and recommend adjustments to budget appropriations.
  14. Perform accounting activities for state and federal programs, ensuring accurate and timely payments.
  15. Maintain fiscal records in compliance with laws and regulations.
  16. Prepare complex financial reports and statements, including Schedule Expenditures of Federal Awards (SEFA) and GAAP.
  17. Assist with Controlling Board requests and billings for the Turnpike.
  18. Support analysis of productivity and efficiency of agency operations.
  19. Participate in program and policy research, analysis, and recommendations for improvements.
  20. Attend meetings and represent the agency as needed.
  21. Coordinate with auditors for state and federal audits.
  22. Perform other related duties as assigned.
    Minimum Qualifications

    Three years of budgeting experience involving fiscal analysis, management, and control (e.g., regression analysis, trend analysis, forecasting, cost-benefit analysis).

    Or completion of an undergraduate program in accounting, public finance, public administration, or business administration, with at least 12 months of relevant budgeting experience.

    Or completion of a graduate program in the same fields, including coursework in quantitative/statistical analysis, with relevant experience.

    Or an equivalent combination of education and experience meeting the minimum class qualifications.
