Job summary

Systems Planning and Analysis, Inc. (SPA) seeks a senior budget analyst to support financial planning, execution, and analysis across the GED portfolio.

You will assist leadership with budget formulation, justification, and reviews, and develop fiscal recommendations including resource allocations. The role requires 5+ years in financial management, deep knowledge of FAR compliance, and strong Excel/database skills.

Qualifications

  • Bachelor's degree in Finance, Accounting, Business Administration, or related field.
  • Minimum of 5 years of experience in financial management, budget analysis, or related discipline.
  • Demonstrated knowledge of FAR and compliance requirements.
  • Expertise with financial systems and Excel; database management skills.
  • Experience with variance analysis, fiscal planning, and policy compliance in federal or IC environment.

Systems Planning and Analysis, Inc. Responsibilities
  • Support financial planning, execution, and analysis of program budgets across the GED portfolio.
  • Assist senior leadership and business staff with budget formulation, justification, execution, and review.
  • Develop and present fiscal recommendations, including resource allocations and corrective actions.

Required Qualifications
  • Active TS/SCI clearance with polygraph at time of application.
  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field.
  • Minimum of 5 years of experience in financial management, budget analysis, or a related discipline.
  • Demonstrated knowledge of FAR and compliance requirements.
  • Expertise in financial systems and software with strong Excel and database management skills.
  • Experience with variance analysis, fiscal planning, and policy compliance in a federal or IC environment.
  • Ability to report to the designated work location in Chantilly, VA, full time, based on customer needs.
Desired Qualifications
  • Budget/Program Controls experience within one or more of the NRO’s Ds & Os.
  • Understanding of and experience with development of the NRO’s annual budget formation process.
  • Experience with the NRO’s TIER action system process.
Compensation and Benefits

SPA offers a competitive base salary range of $140,000 – $195,000 per year, along with variable compensation opportunities. Eligible employees may enroll in a variety of benefit programs, including health insurance, flexible spending accounts, health savings accounts, retirement savings plans, life and disability insurance, and paid and unpaid time off. Compensation is commensurate with experience and qualifications.
