The Intelligence Programs Group (IPG), part of SPA’s Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). SPA has an immediate need for a Budget & Acquisition Analyst.

Responsibilities

• Performs work with government procurement agencies in support of budgeting and acquisition processes, defining proposals (RFQ) and qualifying vendors.
• Applies knowledge of defense acquisition process to develop and execute strategies that support budgeting and acquisition processes, policies and procedures.
• Analyzes and evaluates new initiatives, technologies, and programs to meet mission requirements.
• Conducts requirements analysis to support acquisition of future year’s labor, equipment and facilities.
• Works with the client’s senior managers to develop the organization’s budget.
• Develops and executes an objective and integrated methodology for resource allocation and subsequent budget execution to achieve the results of required acquisitions; develops and drafts required acquisition pre-award documentation.
• Performs cost benefit analyses to review financial requests, assess program and technical trade-offs, and explore alternative funding options.
• Monitors and reports performance against plans to ensure that contractual, cost and schedule objectives are met.
• Arranges modifications as required; ensures compliance with financial and acquisition regulations, manuals and procedures.
• Conducts cross program analyses at the program office.
• Identifies trade-offs within and among competing programs and provide executive managers with resource alternatives.
• Maintains Directorate and/or Agency-wide budget tracks at directorate, project, sub-project, and MSA levels.
• Reviews Directorate and Agency level data in the NEXT, Agency FIRST, and Intelligence Resource Information System.
  
  

Qualifications

Required Qualifications:

• US Citizenship with TS/SCI + Poly clearance at date of application

• BA/BS degree (or higher) in Business, Finance, Accounting, Economics, Statistics, or related field (additional years of relevant experience may be substituted for the degree)
• 4+ years of related work experience
• Knowledge of developing briefs and reports for project leadership team review
• Intermediate to advanced knowledge of Microsoft Excel; adept at other MS applications
• Demonstrated knowledge of Federal Appropriations Law, concepts and principles, and Federal and Intelligence Community (IC) budgetary principles
• Demonstrated knowledge of acquisition management regulations, practices, policies, procedures and Acquisition Program Baseline development
• Excellent interpersonal, organizational, written, and verbal communication skills and attention to detail
• Able to effectively manage time and collaborate across a diverse set of group/division priorities
• Ability to report to designated work location in Chantilly, up to full time, based on the needs of the customer
