Army National Guard Units in Alaska seeks a budgeting/financial specialist to serve as the functional point of contact for daily budget issues and to manage formulation and execution of budgets. The role requires knowledge of financial principles and compliance with regulations.

GENERAL EXPERIENCE is experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment.
SPECIALIZED EXPERIENCE / EDUCATION is experience and/or which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. To qualify for this position, you must meet the Specialized Experience, Education, or a combination of both as described below:
Specialized Experience - Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-07. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Serves as the functional point of contact for day-to-day budget/financial issues. Performs budget formulation work involving review and preparation of budget estimates and financial plans. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. Monitors, tracks, and reviews obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences that are not in keeping with annual work plans.
OR Education - Possess a master's, an equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree.

OR Combination - A combination of Specialized Experience and Education as described above. Only graduate education in excess to 1 full year of graduate level education may be used when combining education and experience to meet the total qualification requirements.

EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Your record of experience and/or training must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: Knowledge of commonly used budgetary methods, practices, procedures, regulations, precedents, policies, and other NGB and state level guides which apply to assigned budget accounts to perform and advise on budget administration tasks and to identify and refer those reprogramming actions which require prior approval to officials at higher echelons. Practical knowledge of the missions, functions, goals, objectives, work processes, and sources of funding of assigned budget activities in order to relate needs and accomplishments of the organization to anticipated and actual dollar figures in the budget. Knowledge of sources of factual information about the programs and finances of the organization's budget, such as that found in accounting and data processing reports, payroll records, work reports, or inventory and sales data. Analytical skill is required to interpret the source information and apply it to the budget. Knowledge of budget formulation processes to forecast annual revenues and expenses of assigned funds and to enter/adjust information in forms and schedules in acceptable budget formats (e.g., showing fund assets and liabilities). Knowledge of budget e
