The Administrator ensures the quality and safe delivery of home health care services. They coordinate services that reflect the Agency's philosophy and standards of care, and are responsible for planning, developing, implementing, and evaluating Agency services, programs, and activities. The Administrator manages all day-to-day operations of the Agency.
QUALIFICATIONS :
1. A licensed physician, or
2. A registered nurse, or
3. Holds an undergraduate degree.
4. Experience in health service administration, with at least 1 year of supervisory or administrative experience in home health care or a related health care program.
5. Demonstrated organizational and communication skills.
6. Ability to handle high levels of stress effectively.
7. Ability to enlist cooperation from others to further the program.
RESPONSIBILITIES :
- Organize and direct the Agency's liaison among the Governing Body and staff.
- Employ qualified personnel and ensure staff education and evaluations.
- Ensure accuracy of public information materials and activities.
- Implement effective budgeting and accounting systems; ensure billing accuracy.
- Share the Agency's philosophy with all employees.
- Follow Agency policies and procedures to set an example for employees.
- Review Agency manuals annually for completeness.
- Assess employees regularly to ensure understanding of policies and procedures.
- Support employees in policy adherence and necessary changes.
- Enforce policies and procedures uniformly.
- Maintain open communication with employees and administer personnel policies fairly.
- Document employee issues appropriately.
- Oversee the Agency's ongoing functions.
- Monitor budget hours and ensure allowances are not exceeded.
- Monitor equipment use and minimize abuse.
- Evaluate the effectiveness and efficiency of the Agency.
- Use statistical data to assess service quality and quantity.
- Ensure compliance with federal, state, accrediting bodies, and local regulations.
- Supervise all business affairs.
- Develop, implement, and evaluate financial policies, procedures, and records.
- Develop and oversee budget plans and cost control policies.
- Implement salary programs within approved policies.
- Engage in personal professional growth and development.
- Plan and direct operations to provide adequate and appropriate care and services.
- Handle fiscal planning, budgeting, and management.
- Recruit and retain qualified staff to maintain appropriate staffing levels.
- Establish and maintain effective communication channels.
- Ensure staff have current clinical information and practices.
- Evaluate services and programs regularly.
- Ensure staff development through orientation, in-service, and continuing education.
- Coordinate with other program areas and management as needed.
- Stay informed about local trends and issues.
- Develop and implement personnel qualifications and policies.
- Direct staff in their duties, including patient admission, discharge, and service provision.
- Supervise staff during all operating hours.
- Appoint a qualified alternate to be available during the Administrator's absence.
- Oversee organizational Quality Assessment and Performance Improvement activities.
WORKING ENVIRONMENT : Indoors in the Agency office.
