Civil Service Title - Administrative Project Manager N/M


* IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE OF ADMINISTRATIVE PROJECT MANAGER, OR BE REACHABLE ON THE OPEN-COMPETITIVE LIST, EXAM# 8042, OR ELIGIBLE UNDER THE 55-A PROGRAM. PLEASE INDICATE ON YOUR RESUME.


Serves as Deputy Director of the Flag Engineering Section (FES); assists Supervisor to manage and oversee all (structural and safety related) Flag conditions, Critical Findings (from tunnels), and Non-Structural Condition Observations (NSCO’s) and converts each of them into Repair Requests (RR) in the Structure Management System (SMS). The above reports are typically received from NYS DOT, NYC DOT, and other Third-Party sources. The selected candidate will be responsible for the supervision and management of all the Flag Unit’s Borough Engineers and administrative staff in the creation and closing of all RR’s in SMS. RR’s must be closed as per NYS DOT Bridge Inspection Manual guidelines. Assist in management of RR monthly indicators, oversees and follows up on all pending RR activities in SMS. RR’s can be routed to in-house maintenance, outside contractors, and other city agencies. Provides complex technical support for structural RR’s, supervises and manages the coordination of the RR work with external units, agency divisions, and governmental entities; manages and oversees the division’s night-duty officer roster which responds to off-hour and weekend emergencies and ensures enough coverage in the five boroughs. Ensures that engineering support staff follows all required codes and standards such as the NYS Construction Specifications, Steel Construction Manual, and others. Assist in providing technical guidance in all bridge or structural component repair designs, where needed. May be asked to review preliminary (capital) design drawings to ensure future maintenance ability; selected candidate is required to conduct independent or group field visits on a city vehicle to NYSDOT, and NYCDOT bridge inspection teams on elevated structures. Supervise the section staff in absence of supervisor. Required to perform related administrative and technical duties.


Minimum Qualifications

1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.


Preferred Skills

Familiar with NY State Bridge Inspection Manual Flagging Procedure. Candidate is required to have a Motor Vehicle Driver’s License valid in the State of New York for field visits. Familiar with AutoCAD to review drawings and/or sketches. Professional Engineer License preferred.
