Douglas County - Public Works Division
Engineering Tech 2

Full time non-exempt position. Includes excellent benefit package, including medical/vision/dental/long-term disability/basic life coverage and County-paid PERS retirement after required waiting periods.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

Job Summary

This position performs the duties necessary to monitor, inspect, and maintain the water quality treatment infastructure managed by Public Works and to perform ongoing vegetation reuirements for Public Works construction projects.

Essential Functions
  • Perform routine strom drain inlet/outlet and culvert inspections with hand clearing as needed.
  • Monitor and survey water quality treatment features and natural areas such as swales, rain gardens, filter strips, vegetated slopes, wetlands, riparian areas, buffers, etc.
  • Perform routine maintenance and minor repairs such as weed control, mowing, litter removal, digging/filling holes, mixing and pouring small batches of concrete, installing stakes, markers, tree protectors, posts, and signs for water quality treatment features and natural areas.
  • Collect seeds and cuttings. Collect soil, water, and other samples.
    • Install plants, seeds, mulch, and other related materials.
    • Provide interpretation of documents, data and maps for public agencies, private industry and the public; act as a liaison between agency, property owners and contractors in solving problems.
  • Analyze survey data and generate detail computer-aided maps; determine road alignments, grades, cross section, profiles; compute quantities; interpret and adapt construction plans to fit particular situations; may prepare and review estimates; may prepare plan specifications.
  • Perform technical research and problem solving as assigned; search for or assist in compiling the description for right-of-way. Use computer as an aid in developing solutions to problems or in entering or retrieving data.
  • Maintain computer database to store and recall data, as required.
Skills/Qualifications

Any equivalent combination of education and experience, which demonstrated the knowledge, skills and abilities required, will be considered, however, the following is preferred:

  • Associate degree in engineering technology, land surveying, water resources, biology, natural science, or a related field and one year technical engineering experience.
  • Three years experience in civil engineering, land surveying, water resources, bilogy, natural science, or a related field.
Knowledge of

Considerable knowledge of mathematics including algebra, trigonometry and geometry; considerable knowledge of surveying principles and practices; considerable knowledge of basic hydraulics; considerable knowledge of civil engineering practices; considerable knowledge of construction materials and materials testing.

Skill in

Safe operation of equipment, power tools, and hanf tools. Use of field, office and drafting instruments; operation of computers.

Ability to

Communicate effectively in both oral and written forms; conduct research and prepare legal descriptions; maintain record keeping systems; estimate time and materials and manage time efficiently; make decisions independently in accordance with established policies and use initiative and judgment in completing tasks and responsibilities; utilize problem identification and resolution techniques; lead the work of other employees; courteously meet and deal effectively with other employees, public agencies, contractors and the public; operate vehicles, trailers and other equipment and tools in a safe manner.

Work is performed in an environment whihc envolves everyday risks and discomforts, common exposure to pollens, dust, poision oak, traffic and fumes and sometimes adverse weather conditions requiring safety precautions.

Position requires a considerable amount of driving. Finalist will be required to provide a driving history that meets the Douglas County Driver Policy as part of contingent offer of employment.

While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.

Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.
