Job summary

Community Progress Council seeks a bilingual Housing Counselor to educate renters, homebuyers, and homeowners in York County. You will provide financial coaching, develop personalized action plans, and guide clients through budgeting, credit improvement, and foreclosure prevention in a client-centered setting.

The role emphasizes equitable, culturally responsive services, strong communication, and collaboration with partners to expand housing stability locally.

Qualifications

  • Experience in housing services, financial literacy, counseling, or community programs preferred.
  • Bachelor's degree or equivalent in Social Work, Housing, Real Estate, or related field.
  • Housing or credit counseling certification desired.
  • Valid PA driver's license and reliable transportation required.

Responsibilities

  • Provide one-on-one counseling for renters, homebuyers, homeowners, and foreclosure or housing instability cases.
  • Develop action plans for rental readiness, homeownership, credit improvement, budgeting, and foreclosure prevention.
  • Assist with spending plans, savings goals, credit-building, housing applications, loan mods, and emergency mortgage aid.
  • Educate clients on fair housing, predatory lending, eviction prevention, and foreclosure processes.
  • Plan and facilitate homebuyer education and financial literacy workshops.
  • Recruit participants and promote housing counseling services.
  • Build partnerships with lenders, realtors, landlords, loan servicers, and community orgs.
  • Advocate for clients to resolve housing challenges and delinquency issues.
  • Maintain confidential records and ensure HUD/PHFA funder compliance.
  • Prepare documentation, billing, reports, and program records.
  • Represent CPC at events, meetings, and outreach activities.
  • Participate in trainings and support continuous program improvement.
  • Perform other duties as assigned.

Community Progress Council (CPC) is seeking a passionate, bilingual professional to join our team as a Housing Counselor. In this role, you will provide housing education, financial coaching, and individualized counseling to renters, prospective homebuyers, and homeowners throughout York County.   • Uphold the Vision, Mission, and Values of Community Progress Council.
  • Provide one-on-one counseling for renters, homebuyers, homeowners, and individuals facing foreclosure or housing instability.
  • Develop personalized action plans related to rental readiness, homeownership, credit improvement, budgeting, and foreclosure prevention.
  • Assist clients with spending plans, savings goals, credit-building strategies, rental housing applications, loan modifications, and emergency mortgage assistance programs.
  • Educate clients on fair housing practices, predatory lending, eviction prevention, and foreclosure processes.
  • Plan, coordinate, and facilitate homebuyer education and financial literacy workshops.
  • Recruit eligible participants and promote housing counseling services throughout the community.
  • Build and maintain partnerships with lenders, realtors, landlords, loan servicers, and community organizations.
  • Advocate on behalf of clients to help resolve housing challenges and delinquency issues.
  • Maintain confidential client records and ensure compliance with HUD, PHFA, and other funder requirements.

Education and Qualifications:
  • Experience: Expertise in housing services, financial literacy, counseling, or community-based programs preferred.
  • Education: Bachelor's degree, or equivalent combination of education and experience, in Social Work, Housing Counseling, Housing Planning, Real Estate, Banking, Human Services, or a related field.
  • Certifications: Housing counseling certification and/or credit counseling certification desired
  • Work Requirements: Valid PA driver’s license, reliable transportation, consistent attendance, and responsiveness via phone/email.
