Job description

STV is seeking a Bid Director to work with our commercial project management team. This position is designated as hybrid (3 days in office per week) and can be within a commutable distance of one of our major U.S. offices.

This role requires comprehensive knowledge of all aspects of alternative delivery methods for Major Projects, including engineering, contracts, risk management, schedule development, subconsultant procurement, resource planning, cost estimating and controls, and reporting methodologies to ensure accurate and robust bids.

Responsibilities

The primary responsibility is to manage specific Major Project bids and oversee all other Major Project bids.

  1. Coordinate with the Design-Build Director and Regional Director to identify Major Project bids.
  2. Prepare strategy, schedule, and resource requirements for each bid, ensuring adherence to Gateway processes, procedures, and approvals.
  3. Collaborate with the Project Manager and Commercial Manager to establish the Design Delivery plan, including scope and schedule of design units (drawings, specifications, reports, etc.), to develop the bid accordingly.
  4. Review the Prime Agreement General Requirements with the Project Manager to ensure the bid accounts for these in terms of cost and schedule.
  5. Oversee the preparation of a resource-loaded Design Schedule, coordinating with the Contractor's construction schedule.
  6. Work with the Procurement Manager and Project Manager to develop a procurement strategy for subconsultants and oversee its implementation, ensuring accurate budgets and bid exclusions.
  7. Develop auditable fee estimates for self-delivered design, ensuring scope and schedule are understood and incorporated.
  8. Conduct Risk and Opportunity Workshops, factoring risks and opportunities into the bid.
  9. Collaborate with Regional Director to establish Project Organagram, Design Work Plan, and BIM Execution Plan, ensuring they are reflected in the bid.
  10. Support the development of Alternative Technical Concepts, considering associated risks and opportunities.
  11. Prepare Tender Summary Sheets and Offer Letters, including scope, schedule, clarifications, and exclusions.
  12. Review and respond to all correspondence and meeting records from the Contractor.
  13. Maintain a database of previous bids for KPI tracking.

Requirements

  • Minimum of 20 years of experience in related fields.
  • Strong background in alternative project delivery, understanding contractors' methods, contract management, and managing final design and commercial aspects.
  • Technical expertise in commercial, contract, and risk management.
  • Experience with large engineering and construction projects.
  • Excellent communication and interpersonal skills.
  • Ability to resolve problems independently and operate efficiently.
  • Degree in construction, engineering, or a related discipline.
  • Membership in a relevant professional body.

Compensation Range: $175,410.26 - $233,880.34
