Job summary

Paragon Professional Services in Folsom, CA seeks an experienced Environmental Project Manager to lead federal environmental projects, manage budgets, schedules, and teams. You will coordinate with Government PMs, KO, COR, and clients to ensure compliance and successful contract execution.

Qualifications

About this position: Environmental Project Manager Location – Folsom, CA

Wage/Salary Range: $125-175k

Essential Duties & Responsibilities

  • Serve as the primary point of contact for the Government Project Manager (PM), Contracting Officer (KO), Contracting Officer's Representative (COR), and other client stakeholders.
  • Manage multiple concurrent projects, including planning, scheduling, staffing, resource allocation, and performance monitoring.
  • Develop and maintain project schedules, budgets, and staffing plans to ensure successful contract execution.
  • Coordinate technical staff, field personnel, and subcontractors to support efficient project execution and resource utilization.
  • Manage subcontractor procurement, performance, schedule, budget, and compliance with subcontract requirements.
  • Oversee daily contract operations to ensure work is performed safely, efficiently, within scope, and in accordance with contract requirements.
  • Monitor project performance, identify risks, implement corrective actions, and resolve issues affecting cost, schedule, or technical performance.
  • Prepare and deliver monthly progress reports summarizing project status, completed work, cumulative costs, and upcoming activities.
  • Review and approve technical reports, work plans, cost estimates, proposals, invoices, and other project deliverables to ensure quality and contract compliance.
  • Facilitate project meetings, maintain effective communication with clients and project teams, and mentor staff to promote technical excellence and professional development.

Required (Minimum Necessary) Qualifications

  • Education Requirements: Bachelor's degree in Geology, Environmental Science, Environmental Engineering, Civil Engineering, Biology, Chemistry, Construction Management or another closely related scientific or engineering discipline.
  • Level of Experience Requirements:
  • Minimum of ten (10) years of experience managing environmental or engineering projects, including responsibility for project scope, schedule, budget, and client communications.
  • Experience managing projects for federal agencies such as the U.S. Army Corps of Engineers (USACE), Department of Defense (DoD), Air Force, Navy, Department of Energy (DOE), Environmental Protection Agency (EPA), or other federal clients.
  • Demonstrated experience managing multidisciplinary technical teams and subcontractors.
  • Experience preparing and managing project budgets, schedules, work plans, and technical deliverables.
  • Knowledge of environmental investigation, remediation, compliance, and restoration projects.
  • Strong understanding of federal contracting requirements and project execution.
  • Ability to obtain and maintain access to federal facilities and project sites.
  • Valid driver's license with an acceptable driving record.

  • Advanced proficiency with Integrated Master Schedule creation using Microsoft Project and/or Primavera P6.
  • Willingness to travel as required.

Preferred

  • Professional Geologist (PG), Professional Engineer (PE), Project Management Professional (PMP), Certified Construction Manager (CCM) or other relevant professional certification.
  • OSHA 40-Hour HAZWOPER certification and current refresher training.
  • Experience managing projects under CERCLA, RCRA, NEPA, TSCA, Clean Water Act, and other federal environmental programs.
  • Experience managing indefinite delivery/indefinite quantity (IDIQ) contracts and task orders.
  • Experience with earned value management, project controls, and financial forecasting.
  • Experience supporting proposal development and capture activities.

Supervisory Responsibilities

  • This position supervises employees, subcontractors, and vendors working on projects being managed under the PM

DOT Covered/Safety-Sensitive Role Requirements

  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
