ThispositionsupervisesSpecialist whodetermine eligibility for governmentassistanceprogramsanda varietyofother staff. Employeestrain,lead, anddevelopstaff andmonitorcasemanagement services.Provides administrative andprogrammatic supervisiontostaff;reviews casemanagement plans toinclude quality assurance ofcase management services; developswritten guidelines for delivery of case management services;assignscaseloadstostaff;coordinatesand monitorsactivities ofstaff; holdsindividualandgroupconferencestoreviewcases and problems;reviews case recordsandevaluatesperformance ofstaffmembersand recommendsindicated action;recommends hiring,disciplinaryactions,transfer, promotion,and terminationofpersonnelwithinthe limits of appropriate statutes,rules andregulationsandpolicies, developing performancestandards and preparingcorrectiveactionplans;representseligibility staffneeds to seniormanagement team;preparesand implements internaloperatingpoliciesandprocedures;interpret regulation,policy and other programinformation changestostaff;trains new employees inareas such as agencypolicy, departmentprocedures andagency or government regulations;determines staffingneeds andmakes recommendationstomanagement; maintainsrecords andpreparesregular and specialreports; participatesindeveloping andimplementing agencyadministrative policy;makesdecisionson controversialcases or presents themfor higherlevelaction; authorizesemergency assistanceforapplicants/recipients; servesina liaison capacitytootheragencies and groups;monitorsprogram expenditures; andmeets with community groups todiscuss programsandresources and develops/maintainscooperativerelationships withpublic andprivateentities. Servesasthe agencycontact forclientinquiries and complaints.Offers resolutionand guidance. ExpertVACMSuser,particularly intheareas of applicationregistration, case association,andtechnical issues within VACMS. Acts asthe agency coordinator of appeals for allBenefitsPrograms:SNAP, MA, TANF EA(communicatesinformation withsupervisor, worker,andtheappeals officer). Ensures the agencyiscompliantwith; EBT,CivilRightsand VoterRegistration policies and procedures. Actsastheagencyliaison withthirdpartyapplicationsubmitter (acting as andauthorizedrep).Providesapplication assignment and caseworkerinformation. Completesand representsthemonthly BenefitProgramsDivision reports to theadministrative and advisoryboard.Completes SNAP applicationsTrack Reportsby the15thof eachmonth, reviewscasesthatappear to be out of compliance. Inventories and orders alloffice supplies for theBenefitsdivision (allareas ofthebuilding).ResponsiblefororderingToner forallagency copiers andmaking maintenancerequests forthose machines. Coordinates withIT foremployeerequests fortoner.

MinimumQualifications:Considerableknowledgeof current social, economic andhealthissues andtrends; principlesand practicesof effectivesupervision; public assistance programs, policies, and regulations;theliterature inthefieldofeligibilitydetermination;casework supervisionprinciples and practices; and effective interviewingtechniques.

Working knowledge of computersystems and standard office softwaretoinclude thestateDepartmentof Social Serviceshumanservices systems.

Skillin operating apersonalcomputer and the associated office and agency software.

Demonstratedabilitytoworkeffectivelywith others;workindependentlysupervisingandtraining others to dealeffectivelywiththepublic;planand manage work effectively; communicateeffectivelyboth orally andin writing;interpret laws, policies, andregulationsandto makedecisionsbasedthereon;planandsupervisework activities,includingservicedelivery,training,recordkeepingdutiesand organizationaloperations;developandmaintaingoodworkingrelationswithinternalandexternalcustomers;and evaluatefinancialassistanceprograms.

Bachelor'sdegreein thehumanservicesfield andhuman services programexperience in alead orsupervisory capacity or any equivalent combination oftraining and experiencewhichprovides therequiredknowledge,skills, and abilities.

Preferred Qualifications:Considerableknowledgein policy and guidelines in the area Benefit Programs, i.e.SNAP, TANF,MedicalAssistance, Energy Assistance.

Currentor recent workexperienceasaSenior/LeadEligibilityWorkerin aVirginiaLocalDepartmentof SocialServicessetting

Currentorpriorsupervisory experience orwork experience inaleadership role.

Special Requirements:to Applicantsmaybesubject toaCriminalHistoryBackgroundsearch,CentralRegistry search, OMV/driving record check, and/or pre-employment drugscreen.
