Job summary

Prince William County Government’s Community Services division seeks a Program Manager for Assertive Community Treatment, Get on Track, and Forensic Services to lead teams delivering fidelity‑aligned, evidence‑based clinical services to youth and families with mental health, substance use, and co‑occurring disorders.

This role directs program development, manages senior clinical staff, pursues grants, coordinates with other services, and ensures regulatory compliance, while promoting quality,

Qualifications

• Master's degree required in social work, psychology, counseling, or related field.
• At least 8 years in a comprehensive behavioral healthcare delivery system.
• 3 years supervisory/managerial experience in a CSB or government agency.
• Virginia license (LCSW, LPC, or licensed clinical psychologist).

Responsibilities

• Directs, plans, develops, implements, and evaluates programs addressing youth and families with mental health, substance use, and co‑occurring disorders.
• Administers, reviews, and revises policies and procedures.
• Oversees state and federal grant applications and funding.
• Oversees contracts/MOUs and ensures compliance.
• Promotes clinical standards and protocols and resolves organizational issues.
• Manages senior clinical staff on a day‑to‑day basis.
• Coordinates client services with other Community Services programs.
• Allocates resources based on State Performance Contract and local priorities.
• Forecasts program needs and budgets; supports grant submissions.
• Recruits, hires, supervises, and evaluates staff across levels.
• Provides training on a variety of subjects.
• Represents Community Services in leadership and advocacy roles.
• Establishes admin and clinical procedures to meet objectives.
• Monitors personnel and recommends actions; analyzes program data and reports.

About This Role:

1. Directs, plans, develops, implements, and evaluates a series of programs addressing the clinical needs of youth and their families with mental health, substance use, and co-occurring disorders


2. Administers, reviews, and makes recommendations for revision of policies and procedures


3. Oversees and applies for State and Federal Grants


4. Oversees Contracts/MOUs


5. Participates in planning and promotion of clinical standards and protocols and resolution of organizational problems


6. Manages senior clinical staff on a day-to-day basis


7. Assures coordination of client services with other Community Services programs and divisions


8. Allocates program resources based on State Performance Contract and/or community priority


9. Forecasts program needs, proposes and prioritizes program budget requests


10. Augments program resources by submission of grant applications as appropriate and directed by Division Manager


11. Conducts recruitment, selection, supervision and evaluation of senior clinical staff and oversees the same functions of less senior program staff


12. Provides training on a variety of subjects


13. Consults with Leadership Team when program and/or administrative decisions are made, and is responsible for ethical and cultural competency of the program


14. Represents the Community Services in liaison, leadership, and advocacy roles in the community and state organizations.


15. Establishes and oversees administrative and clinical procedures for the programs to meet objectives set by the Executive Director, CS Board and regulatory agencies


16. Monitors personnel management of Program staff and makes recommendations regarding any personnel actions to the Division Manager.


17. Analyzes and provides program data, reports, correspondence, surveys, and information regarding State and County performance measures, accreditation, licensure, Medicaid standards, and quality assurance

Minimum Requirements:

• Master's degree in social work, psychology, counseling, or related human services field


• 8 years of experience in a comprehensive behavioral healthcare delivery system


• 3 years supervisory and managerial experience at a CSB or government agency


• Virginia state license (LCSW, LPC, or licensed clinical psychologist)

Preferences:

• Experience overseeing clinical and administrative services for community-based programs


• Experience providing clinical and administrative supervision to a team of clinical staff at a CSB or other government agency


• Experience overseeing and developing programs, policies, and procedures in adherence with local, state, and federal regulations, including Medicaid


• Knowledge and experience with evidence-based treatment for ACT, Coordinated Specialty Care, and/or Forensic populations

Special Requirements (if applicable):

• Candidate must be licensed in Virginia as an LPC or LCSW


• Must possess a valid driver's license


• Must pass DMV record check


• Must pass TB test


• Offer of employment is contingent upon the candidate passing a fingerprint-based National Criminal History Record Check


• Child Protective Services Requirements: Effective 1999, mandated by the Department of Behavioral Health and Developmental Services 12VA35-105-400 rules and Regulations for Licensing Providers by the Department of Behavioral Health and Development Services related to Criminal Registry Checks, a search of the registry of founded complaints of child abuse and neglected maintained by the Department of Social Services.

Monday – Friday 9 am – 5 pm; or 8 am-4 pm

Starting Salary Range:

$98,475.00 - $157,560.00
