About the Role:

The Project Manager/Full Stack Engineer provides full-stack technical leadership for designing, developing, enhancing, and maintaining the IT-AMS platform supporting nationwide monitoring for the Office of Head Start. This role involves leading a team of developers across front-end and back-end domains, ensuring solutions are scalable, secure, accessible, and compliant with federal standards. The candidate should be hands-on with modern web technologies, DevSecOps practices, cloud deployment, and system integration.

How You Contribute to the Team:

• Provide architectural leadership for front-end and back-end systems, ensuring performance, maintainability, and security
• Oversee development of user interfaces with React and USWDS, ensuring responsiveness and accessibility
• Lead API development, data integration, and service-layer implementation using Java, Node.js, and PostgreSQL
• Collaborate with stakeholders to translate needs into technical solutions
• Ensure FISMA Low security compliance and support ATO documentation
• Manage CI/CD pipelines, containerization, cloud deployment, and infrastructure as code
• Conduct code reviews, mentor team members, and establish engineering best practices
• Ensure seamless front-end and back-end system integration for workflows and dashboards
• Monitor application performance and reliability, implementing monitoring tools
• Participate in agile ceremonies like sprint planning and retrospectives
• Perform other tasks as assigned to support BCT’s goals

What You Bring to the Table:

We encourage candidates who meet most of these requirements to apply:

• Bachelor’s degree in Computer Science, Software Engineering, or related field
• At least 6 years in full-stack web development, including 3+ years in a leadership or architect role
• 2+ years leading teams, fostering collaboration, and ensuring compliance
• Proficiency in React, JavaScript, HTML5, CSS3
• Experience with Java and/or Node.js, RESTful APIs
• Strong knowledge of PostgreSQL and data modeling
• Familiarity with WCAG 2.1, Section 508 standards
• Experience with CI/CD, Git, Docker, infrastructure-as-code
• Knowledge of secure coding and federal IT standards (FISMA)
• Experience with monitoring tools like ELK Stack or Prometheus
• Ability to work collaboratively in agile teams
• Experience with federal system integration and ATO processes (preferred)
• Familiarity with USWDS and DevSecOps (a plus)
• Effective communication skills in speech and writing
• Proficiency with MS Office, SharePoint, Monday.com; experience with Zoom, Teams
• Ability to adapt quickly to new applications

Final pay is determined by experience, skills, certifications, location, and other factors. BCT offers a competitive package including salary ($115,000–$150,000), benefits, and remote work with travel to Washington, DC. We value our community and the philosophy of Ubuntu.
