About the Role:

The Project Manager/Full Stack Engineer will lead the design, development, enhancement, and maintenance of the IT-AMS platform supporting nationwide monitoring for the Office of Head Start. This role involves leading a team of developers, ensuring scalable, secure, accessible solutions aligned with agile practices and federal standards. The candidate should have expertise in modern web technologies, DevSecOps, cloud deployment, and system integration.

Key Responsibilities:

1. Provide architectural leadership for front-end and back-end systems, ensuring performance, maintainability, and security.
2. Oversee UI development using React and USWDS, ensuring responsiveness and accessibility.
3. Lead API development and data integration using Java, Node.js, and PostgreSQL.
4. Collaborate with stakeholders to translate needs into technical solutions.
5. Ensure compliance with FISMA Low security controls and support ATO processes.
6. Manage CI/CD pipelines, containerization, cloud deployment, and infrastructure as code.
7. Conduct code reviews, mentor team members, and establish best practices.
8. Ensure seamless integration of front-end and back-end systems for workflows and reporting.
9. Monitor application performance and implement optimizations.
10. Participate in agile ceremonies and perform other tasks as assigned.

Qualifications:

• Bachelor’s degree in Computer Science, Software Engineering, or related field.
• At least 6 years in full-stack web development, with 3+ years in leadership or architecture roles.
• Experience leading teams, fostering collaboration, and ensuring compliance.
• Proficiency in React, JavaScript, HTML5, CSS3, Java, Node.js, RESTful APIs, PostgreSQL.
• Knowledge of accessibility standards (WCAG 2.1, Section 508), CI/CD, Docker, security practices, and federal IT standards.
• Experience with monitoring tools, agile teamwork, federal system integration, and USWDS is a plus.
• Strong communication skills and proficiency in Microsoft Office, with familiarity with SharePoint and Monday.com preferred.

Compensation and Location: The position offers a salary between $115,000 and $150,000, with comprehensive benefits. It is remote, with regular travel to Washington, DC, and preferred candidates are located in the DC, Maryland, or Virginia area.
