Job Description
Job Summary

The AVP Proposal Strategy is dedicated to maximizing Molina’s likelihood of winning Medicaid RFPs. The AVP must have the executive presence and communication skills required to build trust across stakeholders to package Molina’s winning Proposal for state partners, synthesize business development and capture activities, and map key solutions and strategies which align with anticipated RFPs. Reporting to the VP, Proposal Development, the AVP Proposal Strategy will serve as a key leader on individual bid responses, working closely with the Proposal Director, and writing leads to support the development of drafts tying in the market’s strategic positioning with the writing.

Job Duties
  1. Lead cross-functional Proposal Strategy engagements in partnership with Market Development leads, Growth team leaders, health plan(s), shared services, and external partners to establish the Proposal Strategy, ensuring alignment with opportunity business development and capture activities.
  2. Stand-in for the VP of Proposal Development on individual bids to assist the team in facilitating multiple RFPs simultaneously.
  3. Develop relationships across the organization to synthesize, assess, and translate state needs/goals and RFP requirements into an actionable Proposal Strategy, including solutions required to win.
  4. Design, lead, and execute Proposal Strategies responsive to RFP requirements, highlighting Molina’s differentiators and prioritizing initiatives.
  5. Coordinate planning, development, and facilitation of Proposal Strategy opportunities, tracking activities and deliverables.
  6. Create key deliverables such as workflows and narratives that articulate Proposal Strategy, leveraging market intelligence, research, and organizational resources.
  7. Provide insights, data, and industry experience to shape Proposal Strategies across opportunities.
  8. Support competitive analysis to optimize Molina’s chances of success, including researching competitors’ strengths and weaknesses.
  9. Identify opportunities and gaps, providing recommendations to address them.
  10. Coordinate strategies with cross-functional teams to develop compelling, customized solutions.
  11. Support proposal content development during active opportunities, including engaging in reviews and serving as a color team and executive reviewer.
  12. Champion continuous improvement and foster creativity.
  13. Provide coaching and development opportunities to team members to enhance organizational capacity.
Job Qualifications

Required Education: Graduate Degree or equivalent experience

Required Experience/Skills:

  • 8+ years of Medicaid managed care experience or related field
  • Ability to influence and build strong partnerships across departments and with external partners
  • Experience with Medicaid proposals, business development, and capture management

Preferred Experience: 10+ years of Medicaid managed care experience or related field
