Job Summary

Under administrative direction, is responsible for supervising, coordinating, and overseeing the commercial development division within the Aviation and Stinson Municipal Airport. Areas of responsibility include, but not limited to, strategic planning, fiscal planning including aeronautical and non-aeronautical revenue growth, budget development, business development, information technology, traveler experience, and team training and development. Interprets, formulates, and implements policies and procedures. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
  • Formulation of direction and strategy for property management, leasing, acquisitions, Land Use, and other key strategic areas of the Aviation Department and delivery of departmental performance. This includes negotiation, preparation, monitoring and renewal of Airport leases, permits, concession agreements, operating agreements, and other business arrangements.
  • Plans and directs the administrative operations of the Aviation department, to include, but not limited to, procurement, information technology, business administration, leasing, lease negotiations, contract management, and general administration.
  • Recommends and assists in the implementation of revenue growth strategy goals and objectives with a focus on generating new revenue; establishes schedules and methods for providing effective services.
  • Directs the Aviation department's customer service initiatives and programs specifically related to concessions, rental cars, advertising, terminal business opportunities and other revenue-generating activities, to include executing new initiatives to improve the traveler experience.
  • Oversees Stinson Municipal Airport concessions contractual operations and commercial development.
  • Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies.
  • Serves as liaison between the Aviation Director and Deputy Director, other City departments, the City Manager's office, City Council, and outside agencies; negotiates and resolves significant issues.
  • Prepares the Aviation Director and Deputy Director for presentations, speeches, and official appearances.
  • Ensures alignment with Aviation's organizational goals.
  • Providing division leadership requires communicating by using a variety of methods with staff, the public, consultants, tenants, government entities, and departments.
  • Oversees the Aviation department's strategic commercial development planning program and strategic workforce planning, to include employee engagement and change management practices and policies as it relates to properties, concessions, and airline affairs.
  • Provides financial management of the airport system’s commercial business activities, including internal and external financial accounting and planning, forecasting and budget development, and performance measure and analysis of aeronautical and non-aeronautical revenue streams.
  • Provides public and tenant relations and marketing strategies, public and tenant engagement, and outreach and customer surveys and data collection review and analysis.
  • Leads the development and implementation of commercial business elements within the Aviation employee training and development program, the San Antonio Airport System (SAAS) University, and all its associated initiatives and programs.
  • Performs related duties and fulfills responsibilities as required.
Job Requirements
  • Bachelor’s degree from an accredited college or university.
  • Eight (8) years of increasingly responsible professional experience with airport operations and development or directly related experience, including four (4) years of supervisory experience.
  • Must pass a Transportation Security Administration (TSA) Security Threat Assessment and a Criminal History Records check upon employment.
  • Must maintain federally mandated security clearance required to work at an airport at all times.
  • Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
Preferred Qualifications
  • Master’s degree in Business, Real Estate, Architecture/Engineering, or a related field.
  • 10 years of economic development ore commercial real estate development experience.
  • 10 years of supervisory or team leadership experience.
  • Extensive knowledge of property development practices at major airports, specifically in the San Antonio area.
  • Familiarity with land and building values, costs, and commercial/industrial development trends.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Ability to interpret, explain and apply City and departmental policies.
  • Ability to prepare clear and concise reports.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work including City officials and the general public.
  • Ability to perform all the physical requirements of the position with or without accommodations.
