Brief Job Description

The HHSC Social Services Applications division is seeking a high-performing Automation Solutions Engineer to design, build, and support end-to-end enterprise automation solutions. This role works under minimal direction with significant latitude for initiative and independent judgment. The Automation Solutions Engineer will create reusable AWS infrastructure modules for use by hundreds of internal developers, expand enterprise robotic process automation capabilities, and develop intelligent automation solutions that improve operational efficiency and system interoperability. This position plays a critical role in supporting the Texas Integrated Eligibility Redesign System (TIERS) and related technologies that help deliver more than 60 types of essential assistance services to Texans.

Essential Job Functions (EJFs)

• Cloud Infrastructure Automation and Architecture (40%): design, build, and maintain reusable AWS infrastructure modules using Terraform Enterprise; develop secure, scalable, automated cloud solutions that enable developers to provision and deprovision infrastructure efficiently; promote infrastructure standardization, resiliency, operational reliability across enterprise platforms.
• Robotic Process Automation Development (35%): design, develop, implement, and enhance enterprise RPA capabilities; build advanced automation solutions using UiPath and Microsoft Power Automate to improve agency workflows and reduce manual effort; support governance, maintainability, and scalability of RPA implementations across the organization.
• AI Integration and Core Programming (20%): design and implement adaptive, AI-enabled workflows, including agentic automation use cases where appropriate; develop integrations, scripts, and custom solutions using Python and RESTful APIs to improve interoperability across systems and platforms; evaluate and apply emerging AI and automation technologies to enhance business and technical operations.
• Mission-Critical System Support and Oversight (5%): provide technical support for the TIERS portfolio and Eligibility Supporting Technologies; help ensure high availability, reliability, and supportability for systems that process nutrition, cash, medical, and community care assistance programs; participate in troubleshooting, root cause analysis, and continuous improvement efforts for mission-critical services.

Knowledge Of

• AWS cloud architecture, services, and infrastructure design principles.
• Infrastructure as Code (IaC) concepts and Terraform Enterprise practices.
• Robotic Process Automation platforms, implementation methods, and governance frameworks.
• Python programming, API development, and RESTful integration patterns.
• Emerging AI technologies, including large language model (LLM) integrations and agentic workflow orchestration.

Skill In

• Designing, testing, and maintaining reusable infrastructure modules for enterprise-scale development environments.
• Developing complex automation scripts, integrations, and API-based solutions using Python.
• Building and deploying automated business processes using UiPath and Microsoft Power Automate.
• Troubleshooting complex cloud infrastructure issues, automation failures, and integration defects.
• Producing technical analysis, architecture documentation, and operational support materials for enterprise systems.

Ability To

• Analyze complex operational and technical problems and design effective automation-based solutions.

Preferred Certifications

• AWS Certified Solutions Architect – Associate or Professional.
• AWS Certified DevOps Engineer – Professional.
• UiPath Certified Advanced RPA Developer (ARD), or Microsoft Certified: Power Automate RPA Developer Associate.

Initial Screening Criteria

• At least five (5) years of progressive, hands-on experience in cloud infrastructure automation and deployment.
• At least three (3) years of experience developing automation solutions using Python and RESTful APIs.
• At least one (2) year of experience developing automation workflows or scripts using enterprise RPA platforms such as UiPath or Microsoft Power Automate.
• Experience designing reusable infrastructure modules, automation frameworks, or shared platform services in a large enterprise environment is preferred.
• Experience supporting public sector, healthcare, or human services systems is preferred.
