Office of Mineral Resources – Mineral Income Division

The Mineral Income Division works closely with the State Mineral and Energy Board's (Board) audit section. This Division performs collection and accounting of revenue due the State from mineral leasing activity and production on State-owned lands and water bottoms on behalf of the Board.

The Mineral Income Division works closely with the State Mineral and Energy Board's (Board) audit section. This Division performs collection and accounting of revenue due the State from mineral leasing activity and production on State-owned lands and water bottoms on behalf of the Board.

The Division also generates and processes Payor Registers which are mailed to the various payors for verification of State Decimals. Mineral Income performs audits of payor companies, including audits of major companies every three years, with auditors based in Houston and Dallas, Texas, as well as Baton Rouge, Louisiana

Employees are eligible for flexible work schedules upon hire

Minimum Qualifications

Six years of experience in accounting or auditing; OR

Six years of full-time experience in any field plus twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of experience in accounting or auditing; OR

A bachelor’s degree with twenty-four semester hours in one or a combination of the following: accounting, auditing, business, finance, management, economics, quantitative methods, or information systems plus three years of experience in accounting or auditing; OR

A bachelor’s degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics plus three years of experience in accounting or auditing; OR

A bachelor’s degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation plus three years of experience in accounting or auditing; OR

An advanced degree in accounting, auditing, finance, business administration, management, economics, information systems, quantitative methods, or statistics plus two years of experience in accounting or auditing; OR

A Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation plus one year of experience in accounting or auditing.

Experience Substitution:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties And Other Information

LOCATION & POSITION INFORMATION:

This Auditor Supervisor Position Is Located In The Mineral Income Division Within The Office Of Mineral Resources (OMR) In Baton Rouge, LA.The Incumbent In This Position Performs Responsible Revenue And Compliance Auditing Work Of a Highly Technical And Specialized Nature Involving The Verification Of Mineral Revenue Payments To Ensure The State Is Paid Correctly On Mineral Leases Of State Lands And Water Bottoms And In Accordance With The Contractual Terms Of Its Mineral Lease Agreements. Work Is Performed Independently, With General Supervision Received From The Audit Director Who Reviews Work For Thoroughness, Accuracy And Appropriateness. Additional Duties Include, But Are Not Limited To The Following:

  • Supervises and directs the work of subordinate Mineral Income auditors
  • Performs independent audits of royalty payments records contained within the property, lease ownership, lease sale and tract history, and lease data files necessary to ensure that royalty payments are allocated to the proper state lease and parish.
  • Confers with the staff geologists, petroleum engineers, and attorneys regarding complex problems with contract terms and provisions, operating and unit agreements, and title settlements.
  • Contacts oil company personnel to resolve lease, property, reporting problems, requests documentation and/or supporting working papers, explains audit findings, and facilitates collection of all monies.
  • Assists the Audit Director in the planning, implementing, and evaluating of the Louisiana field auditor program and the compliance audit program.
  • Attends meetings with industry representatives and Miners Resources’ legal staff to resolve complex audit issues.
  • Assists mineral income division field auditors during field audits by providing necessary payor, and property, information.
  • Provides pertinent information to resolve discrepancies between company and state records.
  • Prepares performance planning and review forms for direct subordinates and reviews performance planning and review forms for indirect subordinates.
  • Other duties as assigned.
