Job summary

Texas Workforce Commission seeks an Audit Resolution Specialist (Auditor III) to perform highly complex auditing work and provide independent judgment under limited supervision.

Responsibilities include resolving complex findings, preparing thorough work papers, and producing clear management letters and determinations. A CPA/CIA/CISA license is valued, with travel up to 10% within Texas.

Qualifications

  • Degree in accounting or related field plus three years of full-time experience in accounting, program financial performance, IT auditing, MIS analysis, contract monitoring or related work.
  • Education and experience may substitute for one another.
  • A CPA, CIA or CISA license satisfies the educational requirement and two years of the required experience.

  • Analyze and resolve complex or large-scale questioned costs and findings from state monitoring reports and federal audits.
  • Prepare and maintain work paper files to support resolution decisions and meet deadlines.
  • Draft Initial Resolution Letters, Audit Resolution Reports, and Determinations clearly and concisely.

We are looking for an Audit Resolution Specialist (Auditor III) to work within the FDCM / Subrecipient Monitoring department. This position can be performed from any of our office locations, statewide.

WHAT YOU WILL DO:

The Audit Resolution Specialist (Auditor III) performs highly complex (senior-level) auditing work and works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:
  • Analyze and resolve primarily complex in nature and/or large scale questioned costs and administrative findings identified in state monitoring reports and federal audits.
  • Prepare and maintain accurate work paper files to support the resolution decision. Clears all review points and completes assignment within established time limits.
  • Compose clear and concise Initial Resolution Letters, Audit Resolution Reports, Initial and Final Determinations, and other management letters.
  • Research applicable laws, program rules and regulations for statutory citations to support resolution decisions. Recommends change to subrecipient's policies and procedures when needed.
  • Provide departmental as well as resolution training to staff or external partners.
  • Track audit findings on the resolution database, including monthly reconciliation of the findings, and informs supervisor of the status.
  • Attend monitoring pre-planning and debriefing meetings and provides resolution feedback. Attends monthly Workforce managers meetings and updates the status reports.
  • Perform other duties as needed.
YOU QUALIFY WITH:
  • Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, economics or a related field; plus three years of full-time experience in:
  • Accounting, program financial performance
  • IT auditing or,
  • Management information systems analysis, business process analysis, contract monitoring, or
  • Positions which provided extensive knowledge of agency budgetary controls, or
  • Administrative procedures and related state and federal regulatory laws.
  • Education and experience may substitute for one another.
  • A license to practice as a Certified Public Accountant (CPA) in Texas, a certificate to practice as a Certified Internal Auditor (CIA) or as a Certified Information Systems Auditor (CISA) will satisfy the educational requirement and two years of the required experience.
