About Us

The State Bureau of Investigation’s mission is to serve Sheriffs, Police Chiefs, and District Attorneys as well as State and Federal partners, by investigating crimes and providing technical assistance in order to increase public safety for the citizens of the state of North Carolina. The SBI does so by conducting criminal investigations of allegations in areas of jurisdiction including narcotics, arson, election laws, misuse of state property, environmental crimes, human trafficking, child sexual abuse in day care centers, and threats made against public officials. The SBI provides support to local agencies related to computer crime investigations, use of force investigations, deaths in custody, crime scenes, financial crimes, missing and endangered persons, public corruption, cold cases, K9, special response team, bomb squad, and air wing. The SBI serves as North Carolina’s repository of information on criminal history records, fingerprint identification, expungements, sex offender registry, and concealed handgun permits. The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence.

Description of Work

Primary Purpose of Position:
This is a non-sworn supervisory position in the SBI Criminal Information and Identification Section. The primary purpose of this position is to manage and support the state’s criminal justice audit program. This position is responsible for verifying that agencies with access to criminal justice information systems comply with applicable state statutes and the FBI’s CJIS Security Policy. This position is responsible for information management for criminal justice agencies, subject matter expert on eligibility and access of Originating Agency Identifiers (ORIs), and ensuring proper reviews and response are completed in relation to physical and technical security controls.

Key Responsibilities
  • Develop the overall audit and review emphasis of the Compliance Unit, ensuring audits are conducted in accordance with generally accepted auditing standards, agency policy, statutory authority (e.g., NC Administrative Code) and federal guidelines, to include supervision of auditors assigned to the unit.
  • Oversee the development, scheduling, and implementation of audit sessions for criminal criminal justice agencies. This includes review of local law enforcement records detailing network terminal use, criminal history files, record dissemination, and fingerprint impression and identification records.
  • Ensure auditors are kept informed of law and procedure changes necessary for the review, recordkeeping, and dissemination practices, and perform related work as required.
  • Ensure work is properly planned and scheduled based on the needs of criminal justice agencies
  • Evaluate audit results, weighing the relevancy, accuracy, and perspective of conclusions against the accumulated audit evidence.
  • Maintain unit files according to established policy and procedure.
Position/Physical Requirements
  • Must be a U.S. citizen due to security requirements for accessing SBI applications to which the person in this position must have access.
  • Must be able to work Monday to Friday 8:00am to 5:00pm with a 1-hour lunch.
  • Must be able to lift at least 20lbs with or without accommodation.
  • Requires repetitive typing and computer work.
  • Obtaining Division of Criminal Information Network (DCIN) certification within six months of hire is required for this position.
Knowledge Skills and Abilities/Management Preferences
The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management also prefers:
  • Demonstrated experience with processes, policies and procedures, and regulatory obligations of federal and state laws related to Criminal Justice Information Services (CJIS) Security Policy and the NC Administrative Code (NCAC 14B Chapter 18).
  • Demonstrated knowledge of Criminal Justice Information Services (CJIS) policy related to auditing, validations, security awareness training, criminal records/information, and maintaining sensitive/confidential information.
  • Demonstrated experience with audit procedures used in the performance of records and the file review of law enforcement and non-law enforcement records.
  • Demonstrated experience utilizing excellent verbal and written communication skills.

This is a full-time position (40 hours per week) with Benefits.
