Duties
The U.S. Coast Guard's National Pollution Funds Center (NPFC) was created to implement Title I of the Oil Pollution Act (OPA), addressing issues related to preventing, responding to, and paying for oil pollution. Under the direction of the Chief Legal Officer, this attorney will handle complex legal work on behalf of the NPFC, requiring specialized expertise in maritime and environmental law, federal litigation, cost recovery, oil and gas law, bankruptcy law, insurance law, administrative law, claims adjudication, settlement negotiation, and public speaking. The incumbent will advise Coast Guard officials on statutes, regulations, judicial opinions, Executive Orders, and other directives related to Center operations, including expenditures from the Fund and recovery of expenditures from responsible parties. They will negotiate, adjudicate, or recommend adjudicatory actions on claims against the Fund, lead and mentor junior attorneys, support the Department of Justice in litigation, and assist with claim determinations and defenses.

Qualifications
All candidates must possess a J.D. or LL.B. from an accredited law school and be a member of a U.S. state, territory, or District of Columbia Bar.
Minimum Requirements for GS-15
Volunteer experience and foreign education may be credited if properly documented.
