Job description

Summary

This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), National Pollution Funds Center (NPFC), Legal Division in Washington, DC.

This job is open to the public, specifically to U.S. Citizens, Nationals, or those who owe allegiance to the U.S.

Clarification from the agency

Duties

The U.S. Coast Guard's National Pollution Funds Center (NPFC) was created to implement Title I of the Oil Pollution Act (OPA), addressing issues related to preventing, responding to, and paying for oil pollution. Under the direction of the Chief Legal Officer, this attorney will handle complex legal work on behalf of the NPFC, requiring specialized expertise in maritime and environmental law, federal litigation, cost recovery, oil and gas law, bankruptcy law, insurance law, administrative law, claims adjudication, settlement negotiation, and public speaking. The incumbent will advise Coast Guard officials on statutes, regulations, judicial opinions, Executive Orders, and other directives related to Center operations, including expenditures from the Fund and recovery of expenditures from responsible parties. They will negotiate, adjudicate, or recommend adjudicatory actions on claims against the Fund, lead and mentor junior attorneys, support the Department of Justice in litigation, and assist with claim determinations and defenses.

Typical Work Assignments

  • Researching, analyzing, and evaluating facts and law in lawsuits or claims related to Center activities or the Fund.
  • Drafting legal reports, referrals, and assisting in pre-trial preparations.
  • Reviewing legal documents for sufficiency and implications.
  • Collaborating with various agencies, officials, and stakeholders on legal matters.
  • Representing the Center in dealings with Congress, courts, and other agencies, providing legal counsel.

Requirements

  • Must be a U.S. Citizen or National.
  • Must be registered or exempt from the Selective Service.
  • Background investigation required.
  • Provide unofficial J.D. or LL.B. transcripts at application.
  • Membership in good standing with a state Bar.

Qualifications

All candidates must possess a J.D. or LL.B. from an accredited law school and be a member of a U.S. state, territory, or District of Columbia Bar.

Minimum Requirements for GS-15

  • One year of specialized experience equivalent to GS-14 in federal service, involving complex legal work in areas such as oil pollution law, maritime law, environmental law, federal litigation, and leading junior attorneys.

Volunteer experience and foreign education may be credited if properly documented.
