Qualifications

Basic Requirement for all grade levels:

  • You must be a graduate with a Juris Doctor (J.D.) degree or equivalent from an accredited law school;

AND

  • You must have bar membership in one of the 50 states, Washington, DC, Puerto Rico or the US Virgin Islands.
Minimum Requirements

The minimum qualifications for hiring at each grade level (or equivalent) are as follows:

GS-15:

To qualify for the GS-15 level position, you must have successfully completed at least one full year of Specialized Experience as a practicing attorney equivalent to the GS-14 level in federal service, involving complex casework and legal issues. This includes experience with:

  • Expert knowledge of environmental and maritime law, including the Oil Pollution Act, Federal Water Pollution Control Act, CERCLA, RCRA, and international oil pollution regimes.
  • Expert knowledge of admiralty law, environmental law, contract law, procurement law, oil and gas law, fiscal law, bankruptcy law, FOIA/PA, ethical standards, insurance, and natural resource damage law.
  • Experience with federal litigation in cost recovery, environmental, maritime, and administrative law.
  • Ability to draft detailed legal memorandums and opinions.
  • Leadership experience with junior attorneys, including reviewing and editing work and coaching.
  • Effective verbal communication with high-ranking officials, organizations, and attorneys.

Volunteer experience through National Service programs is also credited.

Education

This position requires a J.D. or LL.B. degree from an accredited law school and active membership in a state or territorial bar.

Foreign education may be considered if proven equivalent to U.S. standards. For details, see the U.S. Department of Education's guidelines.
