Job summary

Responsibilities

  • Serve as the agency’s Open Records Officer and Administrative Procedure Coordinator to ensure timely, legally compliant hearings and responses to public records requests.
  • Manage the rulemaking process, including scheduling hearings, court reporters, and drafting amendments and regulations.
  • Facilitate hearings in a neutral, orderly manner with due process for all parties; act as backup hearing officer when needed.
  • Maintain detailed, secure records of hearings, decisions, and case outcomes; oversee records retention and confidentiality compliance.
  • Provide staff training and serve as a subject-matter resource on open records procedures and obligations.

Job Description:

Under supervision, the Attorney functions as the agency’s designated Open Records Officer and Administrative Procedure Coordinator. This position is responsible for ensuring fair, timely, legally compliant hearings and fulfillment of public records requests in accordance with applicable laws and agency policies.

Manage the rulemaking process including scheduling hearings, scheduling court reporters, and drafting amendments and regulations.

Facilitate hearings in a neutral, orderly, and well-documentated manner, ensuring all parties are afforded due process.

Act as backup hearing officer in contested cases where primary hearing officer has a conflict.

Maintain detailed and secure records of hearings, decisions, and case outcomes.

Receive, log, track, and coordinate the processing of all requests in accordance with the state’s open records laws.

Work with internal departments to identify, gather, and review responsive records.

Perform legal and procedural review to ensure records released comply with statutory requirements, including confidentiality, redaction, and exemption provisions.

Communicate with requestors regarding timelines, clarifications, costs, and determinations.

Oversee record retention and compliance practices related to public information.

Provide staff training and serve as a subject-matter resource on open records procedures and obligations.

Perform other duties as assigned.

Minimum Qualifications:

Juris Doctorate from an accredited college or university and license to practice law in the State of Georgia or eligibility to sit for the next Georgia Bar examination followed by Georgia Bar exam passage and licensure to practice law in the State of Georgia within one (1) year of hiring or reciprocity and one (1) year of relevant legal experience; or one (1) year of experience required at the lower-level Attorney 1 (LEP020).
