Job summary

Seminole County, Board of County Commissioners, seeks a skilled Traffic Systems Technician to oversee maintenance of the Advanced Traffic Management System (ATMS) and related signal hardware. You will coordinate with contractors, test and install signal equipment, and ensure reliable operation of UPS and networked devices across roadway projects.

Applicants should have a high school diploma or GED, 7+ years in electronics or traffic signal work, and relevant IMSA/CDL credentials.

Qualifications

Job description

Skilled work involving installation, maintenance, monitoring, testing, repair, design, timing, and modification of traffic signals, traffic signal adaptive systems, and communication networks.

Administrative and technical work coordinating the day-to-day maintenance operation of the County's Advanced Traffic Management System and software (ATMS). Plans, designs, installs, coordinates with contractors and maintains Seminole County's traffic adaptive systems with the use of UPS systems and non intrusive detection methods. Acts as a liaison on projects including assisting other agencies (contractors, municipalities. etc.) with design recommendations, configuration, installation, and interoperability of signal and networking equipment.

Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

Additional compensation based on licensure.

Oversees preventive and corrective maintenance of traffic signal equipment, UPS systems, video detection equipment, and adaptive control systems. Coordinates revision and repair of signal equipment and adaptive control systems.

Performs system administration for ATMS system software (ATMS.now, Trafficwares SynchroGreen, Naztec's ATC apogee, proprietary 980 software, and Naztec's 516 mmu software).

Coordinates with Naztec for the repair and proper testing of RMA equipment. Tests equipment once the repairs are made by the manufacture.

Gathers information and answers questions for the county in legal matters related to traffic signal systems.

Coordinates work schedules for staff performing traffic signal systems work, directs signal contractors on County push button projects, and ensures for proper operation of the traffic signal system on all roadway projects.

Sets up, tests, modifies, updates software, and installs signal equipment. Sets up, tests, and replaces network communication equipment.

Responds to public questions and concerns relating to traffic signals.

Gathers and interprets data relating to signals and signal systems.

Performs equipment and inventory control. Works with the maintenance budget and issues PO's for the purchase of equipment and material.

Schedules and replaces all traffic signal controllers. Schedules and oversees all preventive maintenance related to traffic signal electronics, UPS systems, video detection equipment, WIFI/LAN communication equipment and adaptive control.

Initiates and effectively recommends to the Traffic Engineer, for final approval by the Department Director, hiring selections, terminations, and performance evaluations, disciplinary and commendatory actions for assigned personnel.

Makes operation of signal and budget recommendations to the Deputy County Traffic Engineer and County Traffic Engineer.

Provide training and technical assistance for signal personnel.

Performs on-call duty for after-hours emergencies or other standby requirements as necessary.

High School Diploma/GED and seven (7) years experience required.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Knowledge of the principles and theory of electronics. Knowledge of the standard tools, materials, methods and practices of the electronic trade. Knowledge of occupational hazards and safety precautions of the electronic and electrical trade.

Knowledge of overhead regulatory and advisory signs and the tools and apparatus necessary for their installation and maintenance.

Knowledge of NEC, NEMA and IMSA codes, requirements and functions. Knowledge of the MUTCD and Florida Department of Transportation Standard Specifications for road and bridge construction pertaining to traffic signals and traffic signal control devices and associated equipment.

Knowledge of and experience with traffic operations, theories, practice and database management.

Perform functional and performance tests, analyze test results, detect programming errors and perform proper corrective action.

Ability to use standard electronic test equipment.

Ability to learn techniques of traffic signal installation, maintenance and repair. Ability to read and interpret plans, sketches, and blueprints for use in the planning and installation of traffic signals.

Ability to communicate effectively both orally and in writing.

Ability to understand and carry out directions. Ability to plan work assignments.

Ability to oversee, plan, and implement major programs and services for the organization.

Ability to regularly make decisions that could lead to major community or organizational consequences if failure to make the appropriate decision occurs.

Must possess IMSA Work Zone Safety Certificate, IMSA Level I Signalization Certificate, and IMSA Level II Signalization Certificate. IMSA Level III signalization certificate desirable.

Ability to operate small office equipment, including copy machines or multi-line telephone systems, computers for data entry, word processing, and/or accounting purposes.

Knowledge needed to operate more complex and technical computer application software, such as ATMS.now or SynchroGreen.

Ability to use or repair small/light equipment, such as power tools, medium equipment and machinery, such as vehicles or commercial mowers, and heavy or complex machinery, such as HVAC systems, construction equipment, or water plants.

Must possess the ability to create and guide implementation of capital improvement plans or programs, create plans for and guide implementation of major construction projects, and create plans for and guide implementation of new technology systems.

Ability to lift more than 60 pounds.
