Job description

Summary:
This position is responsible for the management and administration of the Athletics Division for the City of Greenville, Texas. This includes the development, implementation, evaluation, and growth of City-operated youth and adult athletic leagues, programs, clinics, camps, and tournaments. Oversees revenue-generating athletic services and tournament recruitment. Directly supervises the Athletic Supervisor and remains accountable for division employees, customer service, operating performance, and financial results. Conducts or reviews daily revenue and expense reporting and ensures services meet established division goals.

Essential Functions:

  • Responsible for the supervision of employees. Serve as a role model and effectively hire, train, coach, discipline, develop, and evaluate employees within City procedures. Directly supervise the Athletic Supervisor and provide division leadership through the established supervisory structure.
  • Develop and implement strategies to increase league enrollment, team participation, and participant retention. Establish measurable division goals, evaluate results, and take corrective action when programs do not meet expectations.
  • Direct the planning, implementation, and evaluation of City-operated leagues and programs. Ensure effective registration, league design, team formation, rules, scheduling, coach and official arrangements, participant communication, and season closeout.
  • Create, coordinate, implement, market, and sell athletic programs and services. Work with marketing staff, schools, coaches, and community partners to recruit participants and teams, improve satisfaction, and enhance retention.
  • Recruit tournament directors, event organizers, and sports organizations. Conduct outreach and site visits, develop proposals, and secure new and returning events through required City approvals. Develop City-operated tournaments as appropriate.

Essential Functions: (continued)

  • Evaluate tournament opportunities for facility availability, staffing, revenue, delivery costs, and effects on local programs. Coordinate agreements and commitments within delegated authority and maintain records of prospects, confirmed bookings, and repeat events.
  • Assist in preparation of the division budget with projected expenditures and revenues. Administer the approved budget, analyze service charges and delivery costs, monitor payroll, review daily and monthly sales and expense records, and forecast performance to meet established cost-recovery and financial goals.
  • Prepare required status and statistical reports. Evaluate participation, retention, program growth, tournament results, and financial performance. Report City-operated programs separately from rentals and independently operated events.
  • Oversee a coordinated annual athletic calendar and program planning process, including registration dates and marketing deadlines. Coordinate with the SportsPark Center Manager and Parks Manager on space, site readiness, and maintenance needs. Building and field maintenance remain with the assigned facility and Parks personnel.
  • Respond to customer and public inquiries, concerns, and compliments. Conduct or coordinate investigations of accidents and incidents; keep accurate records and recommend improvements. Ensure compliance with applicable operating practices, safety procedures, and City policies.
  • Provide oversight of athletics registration, scheduling, and reporting in the recreation software. Maintain operating practices and systems that support division and City strategic and business goals.
  • Conduct regular staff meetings, coaching, and education for direct reports. Meet regularly with department leadership and other managers to ensure cooperation, communication, and accountability for daily operations and division results. Perform other related duties as assigned.

Qualifications:

  • Bachelor’s degree in Parks and Recreation, Sports Management, Business Administration, or a related field, supplemented by three to five years of supervisory experience and three years of experience directly administering and delivering athletic leagues and programs; OR any combination of education and experience that provides the knowledge, skills, and abilities necessary to successfully perform the essential functions of the position.
  • Qualifying programming experience must include organization-operated leagues with accountability for registration, league structure, staffing, participant service, and financial performance. Experience limited to facility rentals or reservations for independently operated leagues does not satisfy the direct programming requirement.
  • Candidates must demonstrate successful strategies and measurable results in league or program growth and tournament recruitment or development. The direct programming and demonstrated results requirements remain applicable regardless of the combination of education and experience used to qualify for the position.

Knowledge and Abilities:
Knowledge of:

  • Youth and adult athletic league operations, programming, activities, and associated services.
  • Participant, team, coach, and official recruitment; program development; participation growth; and retention strategies.
