Summary

The Associate OQ Specialist supports the administration, compliance, documentation, reporting and continuous improvement of the Company’s Operator Qualification (OQ) program and Learning Management System (LMS). This role partners with Operations, Regulatory Compliance, Contract Management, Safety and others to ensure qualifications, training records, and regulatory requirements are accurately maintained and effectively managed. The position is responsible for data integrity, reporting, analytics, audit support, and user support related to OQ and LMS processes.

Essential Duties and Responsibilities

• Serves as a companywide pipeline Operator Qualification (OQ) program administrator which may include but not limited to the following duties:
  • Administer and maintain Operator Qualification (OQ) records to ensure compliance with appliable regulatory requirements and company procedures.
  • Participate in an annual review of the OQ program policy and procedures.
  • Coordinates companywide OQ program studies as needed.
  • Responsible for examining OQ data.
  • Interfaces with all levels of the organization in various departments concerning the OQ Program.
  • Coordinates and develops/revises training(s) associated with the OQ Program.
  • Facilitate training related to the OQ process at facilities within the Partnership, or via LMS virtual training sessions.
  • Responsible for and oversees documenting operation employees’ regulatory and non-regulatory qualifications.
  • Works with the Contract Management team to confirm that Contractor’s and their employees can meet all the requirements of the Operator Qualification Rule and Company operating procedures, including safety requirements.
  • Provide support to Regulatory and Operations in the preparation and execution of regulatory agency audits of the OQ program.
  • Administer and assign Operation and Operation Services courses in the company electronic learning management system.
• Maintain and administer the LMS including:
  • Course setup, user access, and system configurations
  • Deliver reports, analytics, and dashboards to support business insights
  • Collaborate with stakeholders to improve learning workflows and processes
  • Ensure data accuracy, compliance tracking, and system documentation within the LMS
• Perform additional responsibilities and special projects assigned in support of Operator Qualification (OQ) and Learning Management System (LMS) objectives.

Required Skills

Education and/or Experience, Knowledge, Skills & Abilities

Bachelor's degree or additional equivalent experience and two (2) to five (5) years related work experience in the energy industry.

• Proficient in Microsoft Office including; Word, Excel, PowerPoint, Power BI
• Strong organizational skills with the ability to manage multiple priorities and meet deadlines.
• Ability to interpret and apply company procedures, business processes and regulatory requirements.
• Strong problem-solving, critical thinking and analytical skills.
• Strong written, verbal and interpersonal communication skills.
• Strong presentation and facilitation skills with the ability to effectively communicate technical and compliance-related information as related to the Operator Qualification (OQ) program.
• Ability to work independently while maintaining a high level of accuracy and attention to detail.
• Demonstrates initiative, accountability, adaptability and continuous improvement mindset.
• Ability to travel as needed.
• Valid driver’s license is required.

Preferred Qualifications

• Experience supporting compliance programs, training administration, or data management functions preferred.

Required experience is commensurate with the selected job level:

• The Associate Specialist/Analyst level requires a Bachelor’s degree or 0-2years of relevant job related experience
• The Specialist/Analyst level requires a Bachelor’s degree or 2-5 years of relevant job related experience

The Senior Specialist/Analyst level requires a Bachelor’s degree or 5-8 years of relevant job related experience

Preferred Qualifications

• Experience with the Pipeline Operator Qualification programs/regulations.
• Visual design skills with Articulate Storyline or other design tool(s)
