Job summary

City of Homestead is seeking an Assistant Director to support the CRA Director in implementing the Community Redevelopment Plan, overseeing real estate development, budgeting, planning, and public relations.

You will lead or supervise programs, liaise with developers and city staff, and ensure compliance with city ordinances and state laws while driving affordable housing initiatives.

Qualifications

• BS or BA degree in Real Estate, Economic Development, Finance, Urban Planning, Public Administration, Business Administration, Construction/Engineering, or a related field.
• Five (5) or more years of responsible work experience in the public/private sector in a progressive city in real estate development, planning, project management, economic development, and/or any equivalent combination of training and experience.
• Negotiation and structuring of public-private partnerships (P3s).
• Drafting and reviewing term sheets, purchase and sale agreements, and development agreements.
• Knowledge of federal/state/local incentives and grants is a plus.

Responsibilities

• Represent the CRA at meetings and functions; make presentations to boards, committees, and the public.
• Negotiates contracts, develops incentives, recruits compatible development activity and supervises consultants and advisors.
• Provides comprehensive knowledge of redevelopment programs and their financing.
• Develops potential incentive packages, provides market assessments/impacts, and monitors development trends.
• Write developer requests for proposals for disposing of CRA land for redevelopment.
• Oversees capital projects included in the City’s Master Plan; tracks the economic impact of those projects on CRA activities city-wide.
• Provide management and oversight of assigned projects and coordinate with other staff.
• Liaise with Public Works & Engineering, Parks Recreation & Open Spaces for design and construction of projects.
• Serve as the City’s economic development specialist, focusing on business attraction and retention.
