Job Summary

Leads the design, preparation, and execution of policies and strategic plans to enhance operational efficiency. Designs and executes the property acquisition strategy for the Cook County Land Bank Authority (CCLBA). Manages and directs the administration and support services units of the agency, overseeing administration, personnel, procurement, and information technology. Collaborates with senior leadership to compile and analyze the annual budget and personnel matters. Provides strategic leadership, supervises entry-level managers, and leads business development efforts. Oversees strategic initiatives for asset acquisition and disposition. Facilitates business development and collaborates with leadership at all levels to implement Countywide and agency policies and procedures. Manages day-to-day operations, including disposition reviews, land banking agreements, Land Transactions Committee meetings, and invoice reviews.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor's Degree or higher and Six (6) years of business, real estate, legal, public administration, or urban planning experience is required.

Four (4) years of prior supervisory experience is required.

Valid driver's license and proof of automobile insurance is required.

Knowledge, Skills and Abilities

Knowledge of project management, housing dynamics, and land banks. Ability to work in distressed communities.

Ability to maintain current relationships and develop new relationships with non-profit and for-profit community developers, provide leadership to public/private partners, and develop business plans, strategies, and financial analysis skills.

Knowledge of real estate transactions. Ability to navigate the acquisition and disposition of real estate properties and the logistical and financial issues arising there from.

Ability to travel at a moderate to extensive level to work assignments throughout the County, for which the employee must provide his or her own adequate means of transportation.

Ability to provide strategic leadership, insight, support, and direction to support the unit's mission and goals.

Ability to solve complex problems that have long-term impact on the unit and organization.

Ability to implement the strategic vision of a department or organization-wide function.

Ability to implement plans and objectives and oversee the efficiency and performance of specific processes and operations.

Salary Range

Salary Range: $143,300- $175,500 /Yearly

Post-Offer Testing and Background Check

This position requires successful completion of post-offer tests, which may include a background check, drug screen and medical examination.
