The County of Riverside's Department of Waste Resources has an opportunity for multiple Associate Civil Engineers to join their team in Beaumont and Moreno Valley.

The Associate Civil Engineer (ACE) will handle responsibilities such as assigning work, providing instructions, and resolving complex engineering and administrative problems related to the day-to-day operations of active landfills, including safety, traffic, surveying, and operational efficiency. Additionally, the incumbent will oversee office engineering personnel in analyzing field data, preparing plans, profiles, maps, and related construction drawings. The ACE will also be involved in regulatory permitting, compliance, long-range planning, design, large-scale Public Works Construction projects, staff training, and development.

Other duties include performing complex engineering assessments and analyses to enhance departmental efficiency, and providing technical information to officials of other governmental jurisdictions, engineers, and the public.

The ideal candidates will have experience in applying civil engineering fundamentals, especially in surveying, hydrology, hydraulics, geotechnical, and environmental controls within a landfill setting. Experience in supervising field staff, including equipment operators and lead personnel, is highly desirable. Familiarity with programs such as Microstation, InRoads, Access, PowerPoint, MS Projects, AutoCAD, Civil3D, SureTrak, and Arcview GIS, as well as survey equipment like GPS and Sokkia TotalStation, is encouraged.

Under general supervision, performs professional civil engineering work related to surveying, design, construction, and maintenance of public works projects, along with other related duties as required.

The Department of Waste Resources manages the County's solid waste disposal, ensuring efficient landfilling, environmental protection, and recycling to promote a safe community for current and future generations.

  • Assign work, give instructions, and resolve engineering and administrative problems related to planning, designing, and constructing highways, landfills, flood control, and drainage structures.
  • Supervise office engineering personnel in analyzing field data and preparing plans, profiles, maps, and drawings.
  • Conduct stress analyses of structures like bridges and hydraulic structures; perform structural analyses of commercial, industrial, and complex buildings.
  • Review plans for grading, building, and structures for compliance with codes and regulations.
  • Assist permit applicants with engineering and structural issues; participate in training programs for inspectors and technicians.
  • Supervise preparation of structural drawings, specifications, and contract documents for bids.
  • Provide technical information to other governmental agencies, engineers, and the public.
  • Coordinate with utility companies regarding facility relocations and right-of-way issues.
  • Supervise record-keeping related to surveys, construction progress, expenditures, and work orders; oversee change orders and contract estimates.

Experience: Two years of professional civil engineering experience, including at least one year in:

  • The planning, design, and construction of highways, landfills, or flood control projects.
  • The review and approval of grading or structural plans for permits.
  • Performing air or water quality control.

Other Requirements:

  • Valid California Driver's License is required.
  • Valid Civil Engineer registration issued by the California State Board of Registration for Professional Engineers is required.

Physical requirements include working outdoors in various weather conditions and transporting survey equipment during inspections.
