Qualifications

• Seven+ years of experience in labor and employee relations and HR management.
• Three+ years of leadership and staff management within HR functions.
• Three+ years of experience in labor contract negotiation and CBAs.

Responsibilities

• Supervise HR managers, staff, and specialists.
• Collaborate with senior leadership to build a positive workplace culture.
• Drive employee engagement initiatives and manage complex employee relations matters.
• Develop HR strategies aligned with agency goals and deliver reports to assess program effectiveness.
• Oversee HRIS, payroll, benefits, talent acquisition, and compliance with regulations.
• Lead full-cycle recruitment and develop compensation/classification structures.
• Coordinate onboarding, training, and development to improve productivity.
