Oregon State University (OSU), a premier land grant and R1 research institution, seeks a strategic, collaborative, and innovative leader to serve as its next Assistant Vice President & Chief Budget Officer (CBO). This newly expanded role unites OSU’s Budget and Resource Planning and Financial Strategic Services functions, offering an exceptional opportunity to modernize the university’s budget, strategic financial planning, and data analytics and reporting operations in support of OSU’s ambitious academic, research, and growth objectives.
Reporting to the Deputy Chief Financial Officer, with a formal dotted-line relationship to the Provost & Executive Vice President, the CBO will lead an integrated organization of roughly 50 budget and finance professionals. This is a defining opportunity to shape a new structure, elevate the office as a strategic partner to colleges and divisions, and guide the university's all-funds Shared Responsibility Budget Model through a period of institutional change.
Key responsibilities include leading long-range financial modeling, forecasting, and scenario analysis; partnering with academic and administrative leaders to align resources with institutional priorities; championing OSU's Strategic Resource Renewal initiative; overseeing budget presentations to the Higher Education Coordinating Commission and Board of Trustees; chairing the University Budget Committee; advancing data, dashboards, and Workday-enabled reporting capabilities; and building, mentoring, and unifying a high-performing team through organizational change.
A bachelor's degree in finance, business administration, public administration, economics, or a related field, and eight or more years of progressive leadership experience in budgeting, financial planning, and resource management within a university, higher education system, or comparably complex organization. Candidates should bring demonstrated skill in complex financial analysis, clear communication of financial information to diverse stakeholders, and a track record of leading teams through significant change. A master's degree, experience with fund and governmental accounting, knowledge of public university budgeting and state/federal funding models, and experience with responsibility-centered budget models or large-scale ERP implementations (e.g., Workday) are preferred.

The expected hiring range for this position is $200,000-$230,000. This range considers the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. Salary offers are determined based on final candidate qualifications and experience.
