Assists supervisor with coordination, supervision, direct billing, recordkeeping, collection audit, investigations, delinquent collection of taxes, fees and revenue.

Qualifying Requirements :
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.
  • WORK EXPERIENCE: The application must clearly show four (4)years of full-time experience in customer service, taxes, billing, and/or accounting. Six (6) months of supervisory experience is preferred. (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show an Associate's Degree in Finance, Accounting, or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is six(6) years. (See NOTE under the General Application Requirement Section above regarding the verification of education/training).

  • Assists supervisor with billing and collection of current and delinquent revenue; supervision of auditors and investigators workloads in preparation of accepting leads to investigate and potentially turn into audits.

  • Assists supervisor with managing and recommending changes and new procedures for hardware, software, and record management for the collection and auditing functions of the department; uses both standard software (Office Suite, JD Edwards, etc.) and specialized collection and records software; trains other staff in computer related functions as needed.

  • Coordinates with supervisor and assigned staff and third-party collection agencies, to ensure the most efficient processes resulting in successful collections from delinquent taxpayers.

  • Assists supervisor with initiating legal proceedings as required on delinquent accounts.

  • Assists supervisor and/or assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required.

  • Assists supervisor in interpreting applicable City/School, State, and Federal laws governing audit, investigations, billing, and collection of taxes, fees, and revenue.

  • Maintains confidentiality of all City tax records and enforces adherence to staff.

  • Assists supervisor and/or schedules work assignments for assigned personnel.

  • Oversees personnel required to provide reports on activities as requested or required.

  • Assists with development and implementation of approved policies and procedures to ensure adherence to standards in work compilation and completion.

  • Responds to taxpayers’ inquiries and to requests from other sections of the department or the government in a timely fashion .

  • Ensures implementation of cash management policy regarding tax payments and may also do so for other departments.

  • Assists supervisor with development and training of less senior personnel.

  • Stays informed of tax changes, appropriate legislation, methodologies, and procedures utilized by the staff and makes applicable adjustments with the supervisor to tax regulations, registration, processing, auditing, and investigations.

  • Assists supervisor in development of new regulations, policies, and procedures for new revenue streams.

  • Assists in providing technical expertise and upgrade suggestions in software systems utilized in area of supervision.

  • Refers appropriate reports to various departments upon request or for additional clarity.

  • Assists supervisor with planning, developing, directing, coordinating, organizing and controlling the materials, equipment and personnel under jurisdiction toward effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.

  • Maintains records and prepares accurate monthly reports and written communications as requested or required.

  • Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.

  • Performs activities and functions of related personnel and other related tasks and duties that are assigned or required.
