Assistant Superintendent – Water/Wastewater
GENERAL SUMMARY

Under the direction of the Water/Wastewater Superintendent, the Assistant Superintendent assists in supervising and performing technical maintenance, construction, and operational activities related to the City’s water and wastewater systems. This position supports the training, mentoring, and evaluation of Utility Service Workers and ensures the safe, efficient, and compliant operation of water production and wastewater facilities. The role requires regular interaction with customers and the public and demands professional, courteous communication.

ESSENTIAL JOB DUTIES
  • Train, supervise, and support employees in the installation, operation, repair, and maintenance of water and wastewater systems
  • Operate and maintain wells, lift stations, generators, and related infrastructure on a routine basis
  • Assist with the collection of samples and the installation and repair of pipes, taps, meters, and related equipment
  • Ensure compliance with all applicable state and federal water and wastewater regulations
  • Receive and respond to electronic work orders and communications
  • Utilize the Texas 811 electronic line locate request system
  • Repair breaks in water distribution and wastewater collection systems
  • Perform cleaning and maintenance of City facilities, including well sites, storage sites, lift stations, and the Utility Operations Facility
  • Install, repair, and upgrade water and wastewater lines and meters
  • Safely operate tools, vehicles, and heavy equipment required for assigned duties
  • Install, repair, and maintain equipment at wells, lift stations, and other facilities within the scope of expertise
  • Investigate and diagnose leaks, stoppages, and service complaints and perform appropriate repairs
  • Operate and oversee the use of heavy equipment such as backhoes, loaders, excavators, and sewer cleaning machines
  • Assist in training Utility Operations personnel on equipment and safety procedures
  • Participate in on-call rotations and respond to after-hours emergencies in accordance with department procedures
  • Maintain assigned vehicles and equipment in safe working condition
  • Establish and maintain effective working relationships with City employees and the public
  • Communicate clearly and professionally with customers and staff
  • Accurately complete service records, reports, and required documentation
  • Promote and enforce safe work practices and maintain a clean, safe work environment
  • Follow City and departmental policies, procedures, and supervisory instructions
  • Exercise sound judgment and decision-making in daily operations
  • Communicate operational issues, concerns, and updates through the appropriate chain of command
  • Perform other related duties as assigned
ADDITIONAL JOB REQUIREMENTS

  • Respond to emergency situations and after-hours service calls as required
  • Participate in standby duty in accordance with departmental procedures
MINIMUM JOB REQUIREMENTS
Education and Basic Requirements
  • High school diploma or GED equivalent
EXPERIENCE AND LICENSURE
  • Minimum of 10 years of experience in water and wastewater operations
  • Minimum of 2 years of supervisory experience
  • Possession of at least a Class C Ground Water Treatment Operator License
  • Possession of at least a Class C Wastewater Treatment Operator License
KNOWLEDGE, SKILLS, AND ABILITIES

WORKING CONDITIONS AND HOURS
  • Work is performed outdoors and indoors in a variety of weather and environmental conditions
  • Regular work hours are established by the department; evening, weekend, and emergency response work is required
  • Duties involve exposure to mechanical, chemical, and environmental hazards typical of water and wastewater operations
  • Requires repetitive motion, standing, walking, bending, kneeling, climbing, and working in confined spaces
  • May require lifting up to 50 pounds and pushing or pulling heavier equipment with assistance
  • Equipment used includes service vehicles, heavy machinery, hand and power tools, testing instruments, and computer systems
ADA REQUIREMENTS
Physical Demands

Heavy to medium physical work requiring strength, endurance, and coordination. Must be able to see, hear, speak, and perform fine and gross motor tasks. Requires the ability to lift, carry, push, and pull equipment and materials; climb, bend, reach, kneel, crouch, and work in confined or elevated spaces. Ability to operate motorized vehicles and heavy equipment is required.

Mental Demands

Ability to read and interpret technical documents, safety procedures, and regulations. Must communicate clearly and effectively, solve operational problems, and make timely decisions. Requires basic mathematical and recordkeeping skills.

Environmental Demands

Work is performed in indoor and outdoor environments with exposure to weather extremes, noise, chemicals, wastewater, and other conditions associated with utility operations.
